Utilities Engineer – Interface Management; Senior

ContextThe Utilities Engineer – Coordination and Interface Management is responsible for the identification, coordination, and resolution of interfaces between the High-Speed Rail (HSR) project and existing utility infrastructure, utility owners, and municipalities.
The role includes managing utility-related data, including Subsurface Utility Engineering (SUE) information across all quality levels (Quality Levels (QL-D to QL-A)), Geographic Information System (GIS) data, legacy records, and Computer-Aided Design (CAD) models.
The position requires coordinating with stakeholders to define conflict resolution strategies and ensuring that third-party designs are developed, reviewed, and implemented in accordance with agreed requirements, schedule, and project constraints.
It Covers Both- The engineering of existing conditions (data collection, validation, and constraint identification);
- The engineering of proposed solutions, through coordination with stakeholders to define, challenge, agree upon, and validate utility conflict resolution strategies.
Key Responsibilities
- Lead coordination with utility owners, municipalities, and third parties
- Capture, validate and track stakeholder requirements and constraints
- Oversee collection, validation, and integration of utility data (SUE QL-D to QL-A, GIS, legacy records)
- Identify, assess, and manage utility constraints and conflicts
- Ensure the accuracy, completeness, and traceability of utility data
- Lead the definition of conflict resolution strategies (relocation, protection, accommodation) in collaboration with stakeholders
- Coordinate with internal design teams (structural, track, etc) for conflict resolution
- Challenge and validate proposed solutions from third parties
- Ensure selected solutions are technically sound, feasible, and aligned with project constraints
- Review and validate third-party designs against agreed solutions
- Monitor the progress of design and implementation by utility owners / municipalities
- Ensure compliance with schedule, scope, and agreed technical approaches
- Ensure integration of both existing and proposed utilities into project models (CAD/3D)
- Contribute to risk management and mitigation plans
- Maintain coordination records, decisions logs, and interface tracking tools
- Support interface management processes and contribute to overall project coordination
- 10+ years of experience in utilities coordination, infrastructure projects, or interface management within large-scale linear projects (rail, highways, pipelines)
- Proven experience working with utility owners, municipalities, and third parties in complex, multi-stakeholder environments
- Experience with Subsurface Utility Engineering (SUE), including understanding of quality levels (QL-D to QL-A) and associated data limitations
- Familiarity with utility relocation, protection, and accommodation strategies
- Experience with utility data integration and management (GIS, CAD, legacy records)
- Experience working in design coordination and validation environments where third-party deliverables must be reviewed and monitored
- High-Speed Rail (HSR) or major infrastructure experience is considered a strong asset
- Strong ability to lead and facilitate technical coordination meetings and workshops with multiple stakeholders
- Ability to analyze both existing conditions and proposed solutions, and provide sound engineering judgment
- Strong analytical thinking, rigor, and attention to detail, particularly in contexts with incomplete or uncertain data
- Ability to challenge, validate, and drive consensus on technical solutions with external stakeholders
- Experience in risk identification, mitigation, and follow-up, particularly related to utilities and third-party interfaces
- Strong organizational skills, including the ability to manage complex data, multiple interfaces, and competing priorities
- Excellent communication skills, with the ability to present complex technical information clearly to both technical and non-technical stakeholders
- Ability to represent engineering interests effectively with senior leadership, clients, and external partners
- Proactive mindset with strong ownership of issues and solutions
- Ability to work in multidisciplinary and multicultural environments
- Has a strong fluency in either English or French and willingness to learn the other.
