About the Office
The Highway Transfer Secretariat is a dynamic, multi-disciplinary team responsible for the overall strategy, program management, cross‑government and municipal coordination supporting the upload of selected municipal highways and expressways to the province.
About the jobIn this role, you will:
- Manage the timely delivery of complex planning and engineering projects undertaken both in‑house and by external consultants.
- Interact with ministry management, municipalities, external agencies and the public.
- Consolidate engineering input and provide technical advice and direction to management and consultants.
- Protect ministry interests with respect to active projects within future provincial highway corridors.
You are licensed with Professional Engineers Ontario (PEO) or you currently have accreditation as a Professional Engineer in a Canadian province or territory, and you will obtain a Professional Engineers of Ontario (PEO) license as a condition of accepting this position. You possess a valid driver’s licence, or an equivalent recognised by the Province of Ontario.
Technical knowledge- Knowledge of civil engineering theories, principles, and practices related to highway engineering to provide guidance on transportation projects.
- Working knowledge of related fields, including geotechnical, pavement design, structural, drainage, surveys, electrical, traffic, and construction practices.
- Knowledge of consultant management principles and procedures for coordinating and evaluating service providers.
- Knowledge of relevant legislative acts such as the Environmental Assessment Act, the Public Transportation and Highway Improvement Act, and the Drainage Act.
- Strong communication and presentation skills for making presentations and representing the ministry on engineering matters.
- Relationship building skills to establish effective working relationships with colleagues, associates, senior officials and the public.
- Written communication skills for writing reports, briefing notes and ministerial correspondence in response to public inquiries.
- Knowledge of project management techniques for managing small- and medium‑size projects of varying complexity.
- Capability to provide engineering, technical and administrative advice and guidance to junior staff and consultants.
- Ability to guide the acquisition, monitoring, and evaluation of service providers for engineering assignments.
- Assessment of engineering designs, proposals, contract drawings and documents to prepare special provisions and standards.
- Review of proposals to determine viability and oversight of project budgets to meet parameters.
- Analysis of information data to identify issues impacting public safety, the environment, design standards and cost, and to provide engineering solutions.
