Metrolinx’s GO Expansion program is delivering more GO service across the network, including the capacity to deliver two-way service every 15 minutes or better on core routes. Work is already underway on new track, station renovations and infrastructure upgrades on parts of the Lakeshore, Stouffville, Kitchener and Barrie lines. The investment will generate thousands of new jobs and economic opportunities across the region.

The ONxpress Civil Joint Venture is comprised of Aecon Infrastructure Management Inc. and FCC Canada Ltd. This multidisciplinary team leads the delivery of civil and track works, leveraging global expertise to introduce innovative solutions across the GO Transit network.

What you will do:

As a Design Manager, you will lead and coordinate multi-disciplinary engineering design activities across the On-Corridor Works program. As ONxpress transitions into an Alliance delivery model for Major Civils, you will ensure design outputs meet requirements for safety, quality, performance, schedule, scope, and cost, working closely in an integrated team alongside our partners at Metrolinx.

You will play a key leadership role in managing technical interfaces, driving design assurance, overseeing performance of internal teams and external designers, and proactively addressing risks and issues.

  • Lead and manage the multi-disciplinary design process from concept through detailed design, ensuring alignment with project strategy, standards, and technical requirements.
  • Oversee design progress and deliverables, ensuring compliance with internal governance, regulatory standards, and project procedures.
  • Facilitate and chair design reviews, technical workshops, and coordination meetings, providing clear direction and technical leadership.
  • Manage design documentation and assurance records, ensuring traceable, auditable decision-making and effective control of risks and design changes.
  • Engage and manage stakeholders including other Metrolinx departments, municipalities, 3rd party projects, and other GO Expansion Alliance teams.
  • Coordinate interfaces between railway systems, rolling stock, civil works, operations, and environmental/permitting teams to ensure integrated solutions.
  • Mentor and provide technical guidance to Assistant Design Managers, Design Coordinators, engineers, and discipline leads.
  • Direct the preparation of design and safety assurance reports, including review, input, and approval where required.
  • Contribute to hazard identification and analysis activities (HAZOP, HAZID, FMECA, FHA, FTA) and support Systems Safety & Security Assurance and Systems Engineering teams in verifying and validating design requirements.
  • Champion a culture of safety, quality, innovation, and collaboration across the design organization.
What you bring:
  • Bachelor’s degree in Engineering or a related discipline (Master’s degree considered an asset).
  • 7–10 years of experience in engineering, design coordination, or project management—ideally in rail, transportation, or major infrastructure programs.
  • Proven experience leading multi-disciplinary design teams on complex, large-scale projects.
  • Strong communication, collaboration, and leadership skills, with the ability to influence and build alignment across matrixed organizations. A mindset of collective ownership of outcomes and early issue resolution is desirable
  • Ability to thrive in a dynamic and fast-paced active railway environment.
  • Excellent organizational skills, analytical abilities, and attention to detail.
  • Proactive decision-making capabilities and comfort working independently and collaboratively.
  • Experience with project controls, commercial management, or related tools is an asset.
  • Experience with Metrolinx and 3rd party Civil Engineering and Architectural standards for municipal works, stations, and facilities
  • Familiarity with safety, assurance, and systems engineering standards (e.g., EN50126, EN50129, IEC 61508, FMECA, FTA) is an asset.
  • Licensed Professional Engineer, Project Management Professional (PMP), Architect, and/or Registered Professional Planner (RPP) designations are assets
