Ontario Line - Pape Tunnel and Underground Stations
The Soil and Groundwater Contamination and Management Specialist will lead the planning, implementation, and oversight of soil and groundwater management activities across the Pape North Connect (PNC) project. This role is responsible for ensuring compliance with applicable environmental legislation and industry standards while managing contaminated lands investigations, environmental site assessments, excess soil management, groundwater characterization, remediation, and dewatering programs.
- The Soil and Groundwater Contamination and Management Specialist will lead the planning, implementation, and oversight of soil and groundwater management activities across the Pape North Connect (PNC) project. This role is responsible for ensuring compliance with applicable environmental legislation and industry standards while managing contaminated lands investigations, environmental site assessments, excess soil management, groundwater characterization, remediation, and dewatering programs.
- Minimum of 10 years of relevant work experience.
- Qualified Person (QP) designation meeting the requirements of Section 5 of Ontario Regulation 153/04 under the Environmental Protection Act (Ontario), where applicable.
- Strong understanding and experience applying and interpreting CAN/CSA Z768 and CAN/CSA Z769 standards for contaminated lands investigations.
- Experience applying and interpreting Ontario Regulation 153/04 and Ontario Regulation 406/19 under the Environmental Protection Act (Ontario), including contaminated lands assessment criteria.
- Demonstrated experience designing, implementing, and overseeing:
- Phase One and Phase Two Environmental Site Assessments (ESAs)
- Soil and groundwater characterization programs
- Soil, groundwater, and surface water remedial action plans
- Construction environmental inspection and monitoring programs
- Excess soil beneficial reuse strategies
- Dewatering effluent treatment and discharge strategies
- Knowledge of environmental risk assessment procedures and regulatory requirements.
- Thorough understanding of applicable federal and provincial environmental legislation, regulations, policies, and guidelines, including:
- Water protection
- MTO contaminated property processes
- Proven ability to liaise and coordinate with specialty consultants, contractors, and government authorities.
- Experience delivering similar environmental projects within the Province of Ontario.
- No conflicts of interest as defined under Ontario Regulation 153/04, including with respect to:
- Conducting or supervising Environmental Site Assessments (ESAs)
- Preparing or supervising risk assessments
- Certifying Records of Site Condition (RSCs)
- Performing other obligations required under applicable environmental legislation.
