Accountabilities and Decision Authorities / Breadth, Depth & Scope

  • As a member of the Bank’s second line of defense, this role is responsible for supporting the development, oversight and enhancement of governance, risk assurance, and control frameworks, policies and/or guidelines for enterprise conduct, insider, fraud, investigations and physical security risk management.
  • Operating within the Second Line of Defense, this role supports the organization in maintaining a robust risk management framework by ensuring these risk types are effectively governed, controlled, and reported in line with regulatory expectations and internal risk appetite.
  • Governance and Oversight

  • Develop and maintain governance frameworks and risk policies related to enterprise Conduct, Insider, Fraud, Investigations, and Physical Security Risk Management.
  • Ensure effective risk identification, measurement, and monitoring processes are in place across all relevant domains.
  • Provide second-line oversight of the implementation and performance of first-line controls, systems, and risk mitigation measures.
  • Proactively identify matters which require additional attention, further escalation, or review, and liaise with the appropriate staff to resolve
  • Contribute to the review of internal processes and activities and assist in identifying potential opportunities to improve operational efficiencies for area of responsibility
  • Assurance and Monitoring

  • Design and execute risk-based assurance and testing plans, ensuring appropriate documentation and timely reporting of findings.
  • Administer a proactive and risk-based testing program to assess the effectiveness of Regulatory Compliance Management (RCM) processes and controls to identify potential risks, weaknesses, or instances of non-compliance or misalignment with regulatory requirements or expectations.
  • Responsible for planning, conducting and overseeing independent testing completed by specialists. Execute some independent testing as applicable. Provide subject matter expertise on controls/ processes. Responsible for leading all phases of the assigned testing engagement.
  • Execute and manage testing activities in accordance with established standards and strategic direction to achieve completion within target timelines
  • Lead thematic reviews, assurance activities, and deep dives into high-risk areas to assess effectiveness of controls and risk frameworks.
  • Execute follow-up on findings raised from testing engagements in accordance with established standards.
  • Manage and track the team's issue management activities till resolution in accordance with the Enterprise Standards
  • Risk Reporting and Communication

  • Prepare and deliver regular and ad hoc risk reports, dashboards, and assurance findings to senior management, risk committees, and other governance forums, including the Board.
  • Contribute to enterprise risk assessments and regulatory submissions where relevant.
  • Service as a subject matter expert (SME) for assigned risk domains during audits, regulatory reviews and internal investigations.
  • Stakeholder Engagement

  • Work closely with business units, Legal, Compliance, HR, IT Security, Physical Security, Investigations and Regulatory Program Management teams to ensure effective risk mitigation.
  • Develop strong relationships and work collaboratively with key partners.
  • Engage with Internal Audit as needed to provide assurance over risk governance and control effectiveness.
  • Engage with and influence senior stakeholders through clear communication and compelling data-driven narratives.

  • Skills, Education & Experience

  • Bachelor’s degree in Risk Management, Business, Law, Criminology, Security or related field.
  • 7+ years of experience in risk management, compliance, or assurance, preferably in a regulated industry such as the financial services environment.
