the Division

Ontario's financial services sector is an engine of economic growth and job creation. The Financial Services Policy Division (FSPD) has the mandate to support a high-performing financial services sector while ensuring that investors and consumers are adequately protected. FSPD provides the Ministry of Finance with policy research, analysis and advice regarding Ontario's interest in, and regulation of, the financial services sector.

FSPD is responsible for provincial financial services regulatory policy that applies to credit unions and caisses populaires, mortgage brokers, the insurance industry, and capital market participants. Additionally, FSPD provides oversight of key regulatory agencies, such as, the Financial Services Regulatory Authority of Ontario, the Building Ontario Fund and the Ontario Securities Commission.

Please note this competition will be used to fill up to:

  • 1 (one) temporary, 12-month assignment in the Property and Casualty Insurance Policy Unit
  • 1 (one) temporary, 12-month assignment in the Financial Institutions Policy Unit

The Financial Institutions Policy Unit conducts research and policy analysis to address important issues pertaining to life and health insurance, mortgage brokering and credit unions. In the midst of today's rapidly changing global landscape, our team remains committed to staying abreast of current affairs that shape these sectors. We recognize the significance of recent events and their impact on economies around the world, and we strive to develop practical policies that address emerging challenges.

Our focus extends to various areas, including credit union regulations, the evolving landscape of mortgage brokerage in the digital age, and the dynamic nature of the insurance industry within a globally interconnected context. We take a comprehensive approach, considering the implications of these current affairs and their influence on the financial ecosystem.

The Property and Casualty Insurance Policy Unit undertakes research, policy analysis and development as it relates to Ontario's property and casualty insurance sectors including the auto insurance system.

As an integral part of our team, you will assume a crucial role in offering strategic guidance and specialized knowledge to senior management, actively contributing to the formulation of pioneering policies. Your duties will include initiating stakeholder consultations, conducting thorough research, and formulating innovative policy options and strategies that align with the dynamic environment of Property & Casualty Insurance with a core focus on auto insurance policy.

About the job

In this role, you will:

  • Provide leadership on policy and program initiatives; organize/assign and supervise work; mentor and coach team members; and establish sound business planning and performance criteria
  • Plan, lead and undertake research, analysis and development of policy options and strategies
  • Provide policy expertise to senior management, the Deputy Minister and the Minister on developments and trends
  • Lead and coordinate policy review and consultation processes with partner ministries, agencies, and stakeholders
  • Identify and analyze trends in other jurisdictions
