Established in 1981, the Registered Insurance Brokers of Ontario (RIBO) is the self‑regulatory body that licenses and oversees general insurance brokers in Ontario. With a mandate to protect the public interest, RIBO regulates the professional conduct and competence of over 22,000 licensees across the province. As Ontario’s insurance broker regulator, we play a critical role in ensuring consumer trust and maintaining high standards within the profession.

RIBO’s core responsibilities include setting qualification standards, licensing individuals and firms, monitoring compliance, developing regulatory policy, and addressing professional conduct concerns through complaints and discipline processes.

We currently have a vacancy and are seeking a full‑time Manager, Policy and External Affairs.

Position Overview

The Manager, Policy and External Affairs works with senior leadership to identify, plan, and execute key communications and public‑facing initiatives. This role also provides strategic advice on regulatory policy, governance, communications, and external relations. This position is responsible for leading a team of policy and communications professionals and serving as a trusted advisor to senior leadership, Council, and committees on regulatory, legal, and policy matters.

The successful candidate will have a strong regulatory policy development background, combined with demonstrated people‑leadership skills; a commitment to public‑interest regulation; and a proven ability to navigate complex issues with clarity and professionalism.

Primary Audit Responsibilities
  • Lead, coach, and support a multidisciplinary team of policy and communications professionals.
  • Foster a collaborative, inclusive, and high‑performance team culture aligned with RIBO’s values and mandate.
  • Provide mentorship and support the professional growth and development of team members.
  • Ensure effective workflow planning, priority setting, and cross‑team collaboration.
Policy, Communications & Regulatory Leadership
  • Oversee the policy team responsible for the development, review, and continuous improvement of RIBO’s qualification and registration standards, policies and licensee guidance designed to support compliance with RIBO’s Code of Conduct and other requirements for the insurance brokering profession.
  • Lead strategic policy development related to changes in insurance industry regulations, legislation impacting RIBO’s regulatory framework and licensees, and other key government priorities such as labour mobility.
  • Represent RIBO on policy committees and industry working groups and collaborate with other financial services regulators.
  • Assess the implications of regulatory and legislative change on RIBO’s mandate, governance structures, operations, and the insurance broker profession, and advise senior leadership accordingly.
External Relations & Communications
  • Strengthen relationships and communication flow with Council, Committees, licensees, partners, and external stakeholders.
  • Monitor and provide advice to senior leadership regarding emerging issues from government, media, and stakeholders that may impact RIBO or the broader insurance brokerage sector.
  • Work with senior leadership to identify, plan, and execute key communications and public‑facing initiatives.
  • Oversee the creation and approval of content for newsletters, website resources, key publications, and professional development initiatives to support licensees’ understanding of regulatory obligations.
  • Oversee the quality, consistency, and accuracy of all external communications, including publications, website content, social media, branding, and member education materials.
Qualifications/Required Qualifications
  • LLB or master's degree in public policy, administration, communications or a related field.
  • Minimum of 5-7 years of professional experience in communications, government relations or public policy within government, a regulatory body or a not‑for‑profit organization.
  • Experience managing direct reports or providing team leadership to policy and communications professionals.
  • Demonstrated commitment to professional regulation and protection of the public interest.
