Reporting to the Board, the Chief Executive Officer & Registrar provides strategic, operational, and regulatory leadership to the RHRA. In the CEO capacity, this leader is accountable for organizational performance, financial stewardship, risk management, people leadership, operational effectiveness, and execution of the strategic plan. As Registrar under the Act, the incumbent also holds statutory accountability for regulatory decision-making, including licensing, compliance and enforcement, inspections, and other authorities that support resident protection and strengthen public trust and confidence in RHRA’s regulatory role.
The CEO & Registrar supports and advises the Board, works closely with the Ministry through effective government relations, accountability reporting, and policy advice, and ensures the RHRA delivers resident‑centred, data‑informed outcomes in the public interest.
The ideal candidate is an accomplished senior executive with experience leading complex, mission‑driven organizations and working effectively within regulated, public‑interest, or public‑sector accountability environments. They bring strong business and financial acumen, sound knowledge of governance and board relations, and demonstrated experience interpreting legislation and exercising sound judgment within an administrative law or regulatory context. This leader combines strategic judgment, resilience, ethics and integrity, inspirational leadership, and executive presence with exceptional communication, government relations, and stakeholder management skills.
They will have experience leading through scrutiny, operational change, regulatory improvement, or similarly complex transformation, and will be adept at advancing risk‑based regulation, compliance, inspections, enforcement, resident protection, and public confidence. They will be motivated by a genuine commitment to resident well‑being and a strong sense of purpose in advancing RHRA’s public‑interest mandate.
