Position Description & Qualifications

The Director leads Serco Canada's government relations, corporate communications, public affairs, and stakeholder engagement strategies. The role supports business growth, customer relationships, and Serco's reputation across Canada.

The Director serves as Serco Canada's primary lead for Ontario provincial government relations and supports federal engagement in coordination with the Managing Director, Business Development, and Serco-NA functional leaders.

The role provides clear messaging, political and policy insight, executive support, issues management, and coordinated engagement across Business Development, Operations, Legal, Human Resources, and Program Leadership.

Reporting and Alignment
  • Direct report to the Managing Director, Serco Canada Inc.
  • Dotted-line functional alignment to Serco-NA Government Relations for federal strategy, lobbying compliance, stakeholder planning, and political/policy insight.
  • Dotted-line functional alignment to Serco-NA Communications & Marketing for brand consistency, media relations, messaging, and external communications standards.
  • Dotted-line functional alignment with Canada Business Development Leadership to align with national growth strategy and capture-specific priorities on key pursuits and recompetes
Key Accountabilities Government Relations and Public Affairs
  • Develop and execute Serco Canada's government relations strategy in support of growth, customer, and operational priorities.
  • Build and maintain relationships with Members of Parliament, Ministers' Offices, political staff, federal and provincial officials, Crown corporations, and industry stakeholders.
  • Monitor policy, legislative, regulatory, procurement, and political developments affecting Serco Canada.
  • Advise leadership on emerging risks, opportunities, government priorities, and engagement strategies.
  • Support executive participation in government meetings, conferences, consultations, and stakeholder forums.
  • Ensure compliance with applicable lobbying registration and reporting requirements.
Stakeholder Engagement
  • Develop and maintain a practical, enterprise-wide stakeholder engagement program.
  • Strengthen relationships with government customers, industry associations, Indigenous partners, community organizations, educational institutions, service providers, and strategic partners.
  • Coordinate stakeholder outreach across business units to support customer relationships and Serco's external profile.
  • Support Indigenous partner engagement where relevant to procurement, reconciliation, and community commitments.
Communications and Brand Management
  • Support Serco Canada's communications, marketing, and brand strategy in alignment with Serco-NA Communications & Marketing.
  • Lead media relations activities and coordinate responses to public inquiries.
  • Oversee press releases, executive communications, presentations, marketing materials, social media content, and stakeholder communications.
  • Ensure consistent messaging, branding, and external communications across Serco Canada.
  • Promote Serco's capabilities, success stories, contract milestones, and community impact.
Corporate Reporting and Executive Support
  • Prepare executive briefings, stakeholder reports, speeches, messaging, presentations, and government engagement materials.
  • Support annual business reviews, customer briefings, leadership presentations, and major organizational announcements.
  • Provide clear, concise briefing notes for meetings with federal, provincial, and industry stakeholders.
Issues and Reputation Management
  • Monitor issues that could affect Serco's reputation, customer relationships, regulatory environment, or operations.
  • Support crisis communications and issues management planning.
  • Coordinate cross-functional responses to stakeholder, media, or government inquiries.
  • Recommend mitigation strategies for political, policy, procurement, and reputational risks.
Policy, Research, and Market Intelligence
  • Track federal and provincial policy developments relevant to Serco Canada's business sectors.
