2003H Emerging Applications in Consumer, Public and Global Health Informatics
Health informatics (HI) has traditionally focused on technology for healthcare providers. However, HI is now transforming healthcare on many other fronts, such as addressing consumers’ needs for health information (consumer health informatics). This course provides an overview of consumer health informatics, trends and applications such as artificial intelligence, and relevant theoretical frameworks for creating consumer health informatics. It also covers public health informatics—the application of information and communication technology to public health—to support and enhance public health practice and business processes, with the ultimate goal of improving population health.
Students will learn about the function and activities of public health agencies and authorities in Canada, and explore uses of technology in public health practice and research for syndromic surveillance, immunization management, etc. Global health informatics—application of HI in different regions—will also be examined. An overarching theme is the ethical and societal impact of consumer, public, and global health informatics.
- Gain an understanding of the breadth, relevance, and emerging trends of consumer, public, and global health informatics applications in improving health and healthcare.
- Examine and analyze select current consumer, public and global health informatics projects underway nationally and internationally.
- Compare and evaluate current consumer information technologies.
- Understand the role of health information systems, such as disease registries and surveillance systems, in supporting and enhancing public health activities and improving population health.
- Understand the structure, function and activities of public health agencies in Canada.

Weekly evening sessions (6–9 pm) from May 5 to June 23, 2026.

Qualifications- A PhD or Masters‑level education with several years of relevant experience.
- Minimum 5 years of experience working in the field of public health and in‑depth knowledge of the structure, function and activities of public health agencies in Canada.
- Excellent knowledge of information and communication technology as it applies to public health, its role in supporting the healthcare system and promoting population health in Canada.
- Experience teaching graduate‑level courses, preferably in health informatics or related field.
- Demonstrated ability to relate to mature students and facilitate group learning processes.
- Leadership experience in major healthcare informatics and information systems design, development, implementation and/or evaluation.
- Comfortable with electronic teaching tools such as Learning Management Systems (e.g., Quercus), PowerPoint, and online collaboration tools (blogs, wikis, discussion boards, webinars, or video‑conferencing).
- Course instructor for a professional graduate course using competency‑based learning and assessment methods.
- Responsible for course design and assessment of student outcomes. Must be accessible to students outside of classroom hours.

This job is posted in accordance with the CUPE 3902 Unit 3 Collective Agreement. The position may be tentative pending final course determinations and enrollment. Rates stipulated in the collective agreement prevail. Preference is given in hiring to qualified individuals advanced to the rank of Sessional Lecturer II or Sessional Lecturer III pursuant to Article 14:12 of the CUPE 3902 Unit 3 collective agreement.
Undergraduate or graduate students and postdoctoral fellows of the University of Toronto are covered by the CUPE 3902 Unit 1 collective agreement and should not apply for positions under the Unit 3 collective agreement.
