Our client requires a functional analyst to be a Subject Matter Expert in medical imaging, who will guide planning, requirements development, and vendor procurement for a provincial enterprise imaging viewer and related imaging architecture. Responsibilities include leading requirements elicitation, workflow analysis, solution design support, and stakeholder engagement across clinical, business, and technical groups. Resource will support integration planning, testing coordination, and alignment of solution capabilities with provincial standards and clinical workflows.

Work is onsite at client location in Toronto, ON.

Responsibilities

  • Lead requirements elicitation, analysis, validation, and documentation for business, clinical, and technical needs related to the provincial Enterprise Image Viewer
  • Develop and maintain functional specifications, use cases, process flows, technical requirements, and solution design artifacts supporting architecture, testing, and implementation.
  • Facilitate stakeholder working groups, conduct gap fit and options assessments, and support vendor evaluation and solution selection.
  • Provide subject matter expertise for configuration of imaging infrastructure, interfaces, security roles, data flows, and interoperability requirements.
  • Support system integration analysis, site onboarding, testing activities, and coordination with delivery, QA, and organizational change teams.
  • Document standardized provincial medical imaging workflows and ensure alignment with clinical operations, provincial standards, and vendor product capabilities.
  • Mandatory Requirements

  • Bachelor’s or Master’s degree in a health informatics–related discipline, or an equivalent combination of education and demonstrated experience in health information systems, clinical informatics, or diagnostic/medical imaging solutions.
  • 5+ years demonstrated subject matter expertise in medical imaging technology and clinical workflows across “ologies” (e.g. Radiology, Cardiology, Digital Pathology, etc.).
  • 5+ years working knowledge of Clinical Viewers and specialized Medical Imaging Viewers.
  • 5+ years advanced knowledge of clinical and medical imaging systems used in medical imaging environments (e.g. HIS, RIS, EMR, PACS, VNA, CDR, Image Broker, Integration Engine).
  • Minimum 5 years’ experience providing business analysis for health I&IT initiatives, information systems, including requirements elicitation, analysis, and documentation.
  • Experience conducting business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions.
  • Experience developing solution architectures or designs and architecture roadmaps.
  • Experience working with and/or knowledge of key health informatics standards and interoperability profiles used in medical imaging: HL7v2, FHIR®, DICOM, and IHE.
  • Experience working in the public/private sector, preferably in a health care setting.
  • Experience with and knowledge of Project Management concepts (e.g. project goals, risk, scope, participant roles, planning and quality management).
  • Excellent Communication skills both verbal and written, and strong stakeholder engagement skills.

  • Advanced analytical and problem-solving skills to assess medical imaging business processes, workflows, and solution impacts, identify business, privacy, and security risks, and support mitigation strategies aligned with provincial objectives.
  • Experience contributing to business cases, feasibility assessments, and cost-benefit analysis for health I&IT initiatives.
  • Awareness of provincial, national, and international trends in medical imaging, digital health, and interoperability to inform analysis, recommendations, and solution design.
  • Awareness of public cloud technologies and service delivery models (SaaS, PaaS, IaaS).
  • Ability to work independently, setting priorities and delivering outcomes aligned with program goals, timelines, and governance requirements.
  • Strong interpersonal and collaboration skills, with a proven ability to work effectively with:
    Business, clinical, and technical stakeholders across the Agency and the broader health sector Architecture, privacy, security, and policy teams Medical Imaging vendors and delivery partners External organizations (e.g., Ministry of Health, Canada Health Infoway)
