About the job

In this role, you will:

  • Manage the review, decision-making and approval processes for the development and implementation of health capital project submissions;
  • Coordinate the review and analysis of project planning, design, procurement and financial requirements;
  • Recommend approval of capital plans, and resolve planning issues;
  • Facilitate joint discussions between stakeholders on issues related to the delivery of capital projects;
  • Provide policy and program expertise, advice and support to stakeholders and management;
  • Prepare decision-making notes, briefing notes and correspondence;
  • Lead and/or participate on cross-functional teams and working groups.
What you bring to the team
Specialized Knowledge

You have:

  • Strong understanding of health services and capital planning implementation requirements and processes, to effectively manage the health capital planning process.
  • Ability to accurately interpret and understand health legislation (e.g., Public Hospitals Act), and review and recommend capital project plans relative to this act and related government acts, guidelines, benchmarks and standards.
  • Knowledge of program planning and evaluation, with experience managing capital planning processes and analyzing financial data.
  • Ability to effectively build networks across branches to coordinate and exchange information.
Project and Financial Management:

You have:

  • Knowledge of project management methodologies, practices and techniques.
  • Strong project planning, coordination and organizational skills.
  • Experience overseeing the capital planning of large, complex capital projects, coordinating project reviews, and evaluating financial submissions.
Analytical and Risk Assessment:

You can:

  • Analyze facility planning, design, procurement, and financial documents using analytical, risk assessment, and quantitative evaluation techniques to identify risks, barriers, and areas of concern.
  • Assess health service provider capital plans against established benchmarks and develop recommendations to mitigate risks, address barriers, and support informed decision-making.
Communication and Consultation

Skills:

You have:

  • Experience preparing briefing materials and delivering presentations to communicate ministry priorities, direction, and recommendations to a variety of audiences.
  • Strong interpersonal, consultation, and stakeholder engagement skills, enabling you to collaborate with ministry partners, agencies, and health service providers, and effectively negotiate and resolve complex and sensitive project issues.
