Job Description

Reporting to the Commander, Community Safeguard Services, the Superintendent PS Planning (Community/Public Outreach & Education) is responsible for the development, implementation and management of community outreach, public education, policy and planning initiatives that advance Toronto Paramedic Services strategic priorities and strengthen community and stakeholder partnerships and to oversee and complete special projects.

Major Responsibilities:
  • Develops and implements detailed plans and recommends policies regarding program specific requirements.
  • Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Ensures that the project expenditures are controlled and maintained within the approved budget limitations.
  • Undertakes analysis and policy development, research projects and development of long-term strategies for Toronto Paramedic Services.
  • Provides leadership on the identification, implementation and support of a “Best Practices” approach for implementation of high performance Paramedic Service responses to community/public outreach and educational events. Develops, implements and manages projects impacting pre-hospital care delivery and out of hospital care initiatives.
  • Monitors, assesses and responds to ongoing impact of healthcare restructuring and evolution in Toronto, the GTA and the province including the representation of Toronto Paramedic Services at all levels. Determines and advises on operational options and changes. Participates in organizational management change initiatives.
  • Liaises with other levels of government, City divisions, senior staff, councillors, a broad spectrum of community interests and the general public regarding education and community outreach services around emergency medical services, health information and alternative health pathways/resources.
  • Provides team-based project management, Paramedic Services system response design and as a senior project manager, manages and directs the development and implementation of large scale projects relating to health information/education, pre-hospital and out of hospital care and alternative health pathways/resources.
  • Provides design, implementation and evaluation to healthcare institutions and other allied agencies in the development of contingency plans and their integration into Toronto Paramedic Services Strategic Plan.
  • Designs, develops and coordinates Toronto Paramedic Services participation in clinical research projects.
  • Benchmarks Toronto Paramedic Services against comparable Paramedic Services systems nationally and internationally by identifying new, current and emerging issues affecting service delivery.
  • Formulates internal policy and procedure, assisting in their introduction and develops strategies for assessing potential impact on the organization.
  • Collaborates with all city departments, council members to advance the mission of Toronto Paramedic Services.
  • Authors or coordinates the submission of Toronto Paramedic Services reports and briefing notes to Council and maintains a status log of reports and issues.
  • Attends committee and Council meetings representing Toronto Paramedic Services as required.

Qualifications:

Your application must describe your qualifications as they relate to:

  • Post-secondary education in a discipline pertinent to the job function and management training experience, or the equivalent combination of education and experience.
  • Considerable experience in education, community engagement, public speaking, program development, and the delivery of public presentations to diverse audiences.
  • Experience in preparing comprehensive reports and the application of relevant information to support policy analysis and decision making.
  • Experience leading strategic projects, research, policy development and stakeholder partnerships within Paramedic Services, healthcare, public health or related sectors.

You must also have:

  • Technical knowledge and proficiency in a range of core functions, including project management, database management, communications, issue management, research, policy development, and development of benchmarking and best practices.
