The Expert, Human Resources Compliance is responsible for ensuring Human Resources (HR) standards and policies are upheld in compliance with CN and within the Canadian regulatory framework. The role supports the fulfillment of the Company’s obligations with respect to human rights, equity, privacy and employment standards, as well as associated reporting processes and provides advice and direction on the handling of various types of Canadian based complaints and disputes.
The incumbent will advise HR and LR colleagues on reasonable efforts to resolve workplace conflicts, and will sometimes lead those efforts directly. The incumbent will assign investigation or conciliation mandates to neutral third parties, when appropriate, and ensure the mandate is carried out in accordance with the appropriate legislation or regulations. The incumbent will be called upon to lead complaint investigations by impartially and objectively conducting interviews, gathering, and analyzing evidence, assessing credibility and documenting and articulating findings and recommendations.
The incumbent may also mediate disputes between employees.
Reporting, Advise and Support
- Partners with HR, LR, Law and external service providers to facilitate early and timely resolution of disputes and ensures compliance with all relevant legislation, policies, and collective agreements.
- Provide advice, support, and training to the HR and LR field teams as well as functional management teams in connection with the resolution of conflicts in the workplace.
- Oversee the preparation and distribution of reports on workplace conflicts and complaints to ensure they meet Compliance and Labour Relations (LR) business needs.
- Investigate employee allegation of wrongdoing and issues final report. Communicate directly with complainants and respondents on the status of the investigation
- Act as a mediator to resolve workplace disputes and prepares mediation agreements for signature by the parties
The role has standard working conditions in an office environment with a regular work-week from Monday to Friday. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and stress. The incumbent must be available to work evenings and weekends when necessary. The role requires minimal travel.
RequirementsExperience
Labour Relations
- Between 5 to 10 years of experience in HR working with employment standards, human rights, collective agreements, or other relevant regulatory statues. Preference will be provided to someone with experience working for federally regulated employers.
- Between 2 to 3 years of experience conducting investigations
- Minimum 5 years of experience in an office setting
- Experience in interpreting and applying collective agreements and relevant federal employment legislation
- Experience in building strong and positive relationships with stakeholders
- Experience in grievance arbitration*
- Experience in litigation
- Experience in compliance management

Education/Certification/Designation- Bachelor’s Degree in Human Resources, Labour Relations, Industrial Relations, or a related field
- Certificate in Alternative Dispute Resolution*
