To respond to the priorities of the Government of Ontario through the passage of the Bill 5, Protect Ontario by Unleashing Our Economy Act 2025, the resource may be partially assigned to Bill 5 related projects or initiatives on an as needed basis.
This position is listed as Hybrid
; the resource is expected to work 7.25 hours per calendar day between the standard wording hours of 8:00 AM and 5:00 PM (excluding lunch breaks) every Monday to Friday inclusive. As part of the hybrid arrangement, the resource is required to be onsite on 3-4 days/week at the designated OPS office location and work remotely on 1-2 days/week.
- Provide project management leadership and expertise of large scale, highly complex, high profile, multi-jurisdictional and enterprise-wide Discovery initiative following Ontario Digital Standard.
- Ensure the project is delivered cost effectively and efficiently, and in compliance with organization’s methodologies, digital standards and governance frameworks.
- Provide strong project management including scope, budget and schedule management. Manage project IRAD (Issues, Risk, Actions, Decisions). Manage project governance committees (steering, gating, checkpoints); project financials; resources; stakeholders; project reporting and escalation.
- Lead stakeholder consultations, facilitation and consensus building. Build positive relationship with the divisional stakeholders and subject matter experts, project team and external parties and provide strategies and actions to overcome resistance to change, while capitalizing on forces in support of change.
- Manage interdependencies and resolve complex issues across multiple project streams.
- Provide strategic direction and advice, and operational support to project teams and stakeholders. Provide analysis, strategic recommendations and advice to reporting Management on various options brought forward by vendor and IT partners.
- Coordinate and complete Digital First Assessment (DFA) for the Discovery phase.
- Demonstrated experience leading and overseeing Discovery project from inception through to project close-out, coordination of Digital First Assessment (DFA) and any required transition to operations, business planning, benefits identification and organization funding requests for IT & IT projects.
- Experience leading and facilitating user research, service design, journey maps, jurisdictional scan and conceptual solution and problem statement development.
- Demonstrated experience understanding and articulating business and IT executive expectations and translating into project deliverables.
- Experience monitoring and managing the scope, budget, schedule, risk, resources, deliverables, governance, and technical performance of complex high-profile multi-disciplinary projects with multiple business and IT stakeholders.
- Ensures project deliverables meet clients’ business needs/requirements on time, scope and budget, with a focus on cost-effectiveness, efficiencies and compliance with OPS project management methodologies and frameworks.
- Experience analyzing project and organization’s environments to identify potential risks and issues; articulates and prioritizes issues and risks to senior executives; recommends mitigation strategies to decision-makers to ensure projects are delivered on schedule.
- Experience providing view of project inter-dependencies, internal and external project dependencies, monitoring and reporting on exposure levels.
- Experience directing stakeholder consultation, facilitation and consensus building. Provides project reporting to multiple stakeholders.
- Experience leading strategies and actions to overcome resistance to change and capitalize on forces in support of change.
- Experience building positive relationships within the team, among multiple stakeholders and external parties such as vendors.
- Adheres to OPS standards, guidelines and project management best practices.
- Experience developing procurement artifacts including RFS, SOW/Contract, approvals, etc.
- Experience managing Discovery vendor deliverables, provide oversight and perform effective vendor management for the success of the project.
- Plan and lead project deliverables using Agile and OPS Digital approaches.
- Experience directing, managing and leading multidisciplinary project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards.
- Extensive experience coordinating and monitoring project processes, interactions, progress, roadblocks, and developing/communicating guidelines and procedures to stakeholders.
- Formal project management training/certification such as PMP, Scrum, Agile to apply best practices knowledge to unique and dynamic situations.
- Knowledge and understanding of OPS enterprise architecture practices, specifically business and information architecture.
