Qualifications
  • 10+ years of experience supporting and managing enterprise IBM Mainframe infrastructure in large-scale environments, preferably within government or public sector organizations
  • 7+ years of demonstrated experience in Mainframe Performance and Capacity Management roles with responsibility for operational support and strategic planning
  • Strong experience with IBM Mainframe environments including z/OS, IMS, DB2, and enterprise computing infrastructure
  • Hands‑on experience using capacity management and performance analysis tools including MICS, RMF, SMF, and other ISV tools
  • Experience analyzing SMF data and preparing capacity assessments, workload forecasting, and performance reporting
  • Proven experience conducting capacity planning activities for CPU upgrades, hardware refreshes, and performing what‑if impact analysis/modeling
  • Strong understanding of MIPS, MSUs, zIIP utilization, CPU optimization, workload estimation, and performance tuning within multi‑partitioned mainframe environments
  • Experience reconciling mainframe billing, ISV workload charges, and identifying opportunities for CPU cost savings and resource optimization
  • Hands‑on experience with SAS Programming for reporting, analysis, and performance/capacity management activities
  • Strong knowledge of IBM Mainframe CPU concepts including CBUs, CoD, and enterprise workload management practices
  • Experience supporting large‑scale Mainframe migration, transition, refresh, upgrade, decommissioning, and disaster recovery (DR) initiatives
  • Experience planning, configuring, and supporting installation of new Mainframe hardware platforms and infrastructure upgrades
  • Strong experience in incident management, problem management, root cause analysis, SLA adherence, operational support, and change management processes
  • Experience preparing technical documentation including operational procedures, MOPs, capacity plans, incident reports, and infrastructure documentation
  • Excellent communication skills with proven ability to collaborate with vendors, infrastructure teams, application teams, operations, and business stakeholders
Role and Responsibilities
  • Provide operational support for enterprise Mainframe Performance and Capacity Management activities to sustain day‑to‑day operations of Mainframe software and program products
  • Analyze Mainframe resource utilization, performance metrics, SMF data, and capacity trends to optimize infrastructure performance and ensure efficient resource usage
  • Develop, maintain, and update Mainframe capacity plans, workload forecasts, performance reports, and infrastructure assessments
  • Perform capacity requirement analysis for CPU upgrades, refresh initiatives, workload growth, and infrastructure changes using what‑if modeling techniques
  • Support Mainframe hardware refresh, migration, transition, upgrade, installation, and decommissioning activities across enterprise environments
  • Participate in disaster recovery initiatives including DR exercises, infrastructure readiness assessments, hardware implementations, and recovery testing activities
  • Configure, manage, and generate reports using performance and capacity tools including MICS, RMF, SMF, and other Mainframe monitoring solutions
  • Support vendor management activities, Mainframe billing reconciliation, ISV workload analysis, and infrastructure cost optimization initiatives
  • Provide technical expertise for incident analysis, troubleshooting, root cause identification, and implementation of preventive measures to improve system reliability
  • Manage operational tickets, change requests, and problem management activities while ensuring SLA compliance and timely issue resolution
  • Develop technical procedures, MOP documentation, capacity reports, and operational documentation supporting enterprise Mainframe environments
  • Collaborate with IT Operations, Infrastructure teams, Application Development, Production Support, and external vendors to deliver Mainframe solutions aligned with organizational objectives
  • Provide recommendations on infrastructure modernization, performance optimization, cost reduction strategies, and best practices for enterprise Mainframe environments
  • Support large‑scale Data Center initiatives, hardware/software refresh projects, and critical enterprise infrastructure transformations while ensuring continuity and operational excellence
