About the Role

We are seeking an experienced Procurement Specialist to support procurement activities for a diverse range of complex commodities, products, and services.

The successful candidate will be responsible for managing procurement activities from planning and sourcing through tendering, evaluation, contract award, and contract administration. This role will work closely with internal clients, suppliers, contractors, consultants, and senior stakeholders to ensure procurement activities are conducted efficiently, transparently, and in compliance with applicable policies, legislation, and regulatory requirements.

This is an excellent opportunity for a procurement professional with experience in public-sector procurement, competitive bidding, contract management, supplier negotiations, and procurement strategy.

Key Responsibilities

  • Work closely with internal clients to plan procurement activities and understand business AI-enabled tools may be used to sort applications based on job-related criteria. All AI generated results are vetted by our team and the decision of which candidates move forward is always made by a human. requirements, timelines, budgets, and service delivery needs.

  • Review project requirements and determine the most appropriate procurement process based on technical requirements, estimated costs, delivery timelines, and supplier/contractor availability.

  • Develop and communicate effective procurement strategies in accordance with applicable policies, legislation, and requirements for transparency, fairness, and reasonableness.

  • Prepare and manage RFPs, RFQs, tenders, quotations, and proposal specifications for complex goods and services.

  • Coordinate and participate in the evaluation of bids, tenders, quotations, and proposals.

  • Support procurement awards and ensure appropriate documentation and approvals are completed.

  • Liaise with consultants, contractors, and suppliers regarding specifications, scope of work, pricing, contractual terms, and conditions.

  • Review and execute contracts, purchase orders, change orders, and related procurement documentation in accordance with organizational policies and procedures.

  • Perform contract administration activities, including monitoring supplier performance, financial obligations, deliverables, and compliance with contractual terms and conditions.

  • Work with internal departments and suppliers to resolve procurement and contract-related issues.

  • Identify and escalate contractual disputes and support the resolution of supplier and contractor concerns.

  • Monitor procurement trends, emerging technologies, economic conditions, regulatory changes, and marketplace developments.

  • Provide recommendations to management regarding procurement strategies, market conditions, supplier availability, and opportunities for process improvement.

  • Collaborate with procurement and operations teams to identify and resolve common and complex purchasing issues.

  • Provide guidance to internal stakeholders on procurement processes, purchasing techniques, market trends, and supplier-related matters.

  • Maintain accurate and confidential procurement records and documentation.

  • Stay current with procurement practices, legislation, policies, technologies, and industry best practices.

  • Perform other related duties and projects as required.

Required Qualifications & Experience

  • University degree in Procurement, Supply Chain Management, Business Administration, Commerce, or a related discipline.

  • 1–3 years of relevant procurement experience in addition to the educational requirement.

  • Working toward or pursuing a recognized professional purchasing/procurement designation such as SCMP or another relevant professional designation is preferred.

  • Strong knowledge of procurement principles, practices, policies, and procedures.

  • Experience managing competitive procurement processes, including RFPs, RFQs, tenders, quotations, and proposals.

  • Experience with contract administration and supplier/contractor management.

  • Knowledge and experience applying public-sector procurement policies and requirements is highly desirable.
