The Workforce & Organizational Strategy Team supports this mission by leading divisional workforce projects and initiatives related to reconciliation, equity and diversity, recruitment, health and safety, culture, and engagement as well as learning and development.
The H&S and Emergency Planning Consultant is an integral member of the Workforce & Organizational Strategy (WOS) Team. This position helps protect employee safety, supports operational continuity, and ensures the Division meets its health and safety obligations during both day‑to‑day operations and emergency situations.
Reporting to the Manager, this role provides Occupational Health & Safety (OH&S) subject matter expertise within a large municipal division. As part of a multidisciplinary workforce team, the position delivers OH&S programs, projects, and consultation services that support legislative compliance, divisional priorities, and strategic emergency planning from a health and safety perspective. The role works with people leaders, frontline staff, and internal partners to provide practical, consistent health and safety advice across a diverse workforce.
The successful candidate is an experienced OH&S professional with strong consultation, interpersonal, and project management skills, and able to apply sound judgment in complex situations. The role requires the ability to travel to various work locations as required to support program delivery, inspections, training, emergency planning, and response activities.
Health & Safety Program and Project Management
- Develops, manages and is responsible for the timely and effective delivery of the divisional OH&S program, while assisting emergency response and business continuity planning projects to support business, Divisional and Corporate objectives, as well as Divisional strategies and issues assigned by the Manager and/or the Division’s senior management team.
- Leads the development and regular maintenance of the Division’s OH&S Program.
- Develops and implements detailed work plans and recommends policies and procedures regarding OH&S program specific requirements.
- Responsible for the planning, implementing, advocating, promoting and monitoring of safety procedures, and for development, documentation and updating of the Division’s Health & Safety manuals.
- Maintains a continuous and thorough knowledge of current corporate and other Divisions’ issues and initiatives related to OH&S and emergency planning.
- Leads the planning, design and delivery of assigned projects related to the divisional OH&S program and supports the emergency response and business continuity planning undertaken for the Division.
- Applies sound project management methodologies, ensures effective teamwork, communication, high standards of work quality, organizational performance and continuous learning.
- Ensures that the project expenditures are controlled and maintained within approved budget limitations.
- Acts as a primary lead for authoritative governing agencies related to OH&S.
- Acts as the Divisional liaison with People & Equity OH&S staff and the Ministry of Labour, Training and Skills Development (MLTSD), in regards to workplace investigations and reporting requirements.
- Provides guidance to ensure compliance with workplace incident, accident and injury reporting requirements under the OH&S Act.
