What is the Opportunity?

Aecon Civil is leading the Arctic Over the Horizon Radar Project, a major federal initiative for Canada’s Department of National Defence. As part of this program, the Civil team is advancing infrastructure through a partnership with Pomerleau and Stantec, supporting the design and construction of innovative radar infrastructure across Canada and the U.S. This role focuses on quality management for a project of national significance.

• Support all activities of the Quality Team, including planning, establishing, documenting, and maintaining the Quality Management Plan (QMP).
• Verify procurement documents and recorded items and services for construction and installation work.
• Ensure quality personnel have reviewed contract details pertaining to technical and quality requirements.
• Evaluate and select suppliers and subcontractors.
• Review and accept customer‑free issue items and supporting documentation.
• Operate independently of the design‑builder’s site/production management team with full access to quality documentation held with design‑builder parties.
• Initiate annual management reviews and take other necessary actions to ensure effective operation and continuous improvement of the Quality Management System.
• Prepare quality audit plans, schedule and coordinate internal and external quality audits of key processes with relevant design‑builder parties.
• Ensure all quality audits required under the quality documentation are conducted and report findings to the client.
• Authority to immediately stop any work or activity that is not performed in accordance with the quality documentation.
• Liaise with the client and act as the primary representative for the Design‑Builder on all matters related to quality management.
• Coordinate activities that demonstrate compliance of the Quality Management System to the Design‑Builder and client.
• Prepare and submit monthly Quality Management System reports.
• Develop and implement a program for disposition and corrective action for non‑conformances.
• Approve and sign off on actions taken for closure of non‑conformance reports.
• Other duties as required.

• Bachelor’s degree in Engineering, Physical Science, or a related field (or equivalent experience).
• Minimum 15 years of relevant experience in quality management with major infrastructure projects.
• Experience and knowledge of quality management systems and industry standards, including ISO 9001, N286, and N299.
• Certified ISO 9001:2015 Lead Auditor or equivalent experience.
• Proven ability in coordinating efforts to support, mentor and audit Quality Management System requirements.
• Experience in planning and managing Quality Assurance and internal processes.
• Ability to apply technical knowledge, critical analysis and decision‑making skills to identify and resolve issues.
• Experience working on large‑scale, multi‑stakeholder projects.
• Strong computer skills, including proficiency in the MS Office suite.
• Strong sense of personal responsibility and accountability for delivering high‑quality work.
• Excellent written and verbal communication skills, including technical writing.
• Valid Driver’s License.
• Availability to work in‑person 5 days per week.
