Position:
Caseworker – Children's Services (Full‑time). Work locations:
North Office – 1118 Finch Ave West, Toronto, Ontario;
West Office – 2700 Eglinton Ave West, Toronto, Ontario.

Schedule:

Monday to Friday, 35 hours per week. Salary: $40.08–$43.91 hourly. Vacancies: 3 temporary (~12 months) and 8 permanent.

Job Summary

Reporting to the Supervisor District Operations, the Caseworker identifies a family's childcare needs and jointly develops plans for placement in a child care arrangement that meets these needs; assesses and monitors eligibility for subsidized child care in accordance with departmental policies, procedures and applicable Provincial Legislation. The Caseworker also offers clients a range of services, placement and referral information to support their child care choice.

Responsibilities
  • Conduct eligibility assessment, enter client data into Children’s Services Information System and establish client’s fee or place client on waiting list.
  • Conduct interviews by phone or virtually or in Children’s Services field office, community organizations, Social Services office and childcare centres.
  • Identify client’s short‑term and long‑term childcare needs, provide several options and counsel client on making an informed placement decision in a licensed program of choice; make referrals or assist clients in contracting with an informal care provider; establish and validate accountability measures and invoices for payments in such cases.
  • Explain policies and ensure client is aware of rights and responsibilities.
  • Complete applications and required forms, create an individual case file and calculate subsidy rate based on income and related factors.
  • Validate client eligibility by contacting sources such as financial institutions, employers, landlords and other municipalities, cross‑referencing information per Provincial Legislation and policies and procedures.
  • Monitor and evaluate client’s changing needs in partnership with each client, maintaining confidentiality.
  • Maintain waiting lists and contact clients regarding vacancies, removal from list, extra support needs, priority placement, transfer, etc.
  • Advocate on behalf of clients by appealing the individual case and recommending changes related to policy, priority placement, fee structure, family composition and special circumstances; prepare client appeals.
  • Participate as a member of a multidisciplinary team researching, evaluating and providing input into policy and procedure development and modification related to major divisional or provincial initiatives.
  • Work with partners to ensure child care placement and assist clients in meeting their childcare service plan objectives.
  • Attend committee and community meetings, make presentations and answer questions regarding subsidy and policy in general.
Key Qualifications
  • Post‑secondary degree or diploma in Human Services or a related field (e.g., Psychology, Sociology) or an approved equivalent of education and experience.
  • Significant experience working with clients through effective caseload management, maintaining detailed records and assessing client needs in a fast‑paced human services environment.
  • Experience providing service navigation by identifying resources and supports to assist clients in meeting their family needs.
  • Experience working in an automated environment, using advanced computer skills, prioritizing time and workload effectively.
  • Experience in a human services environment providing exceptional customer service with a client‑centred approach, establishing and maintaining strong working relationships with clients, staff, community agencies and the public.
You must also have
  • Knowledge of diverse cultures, community agencies, resources and childcare programs.
  • Excellent interpersonal and customer service skills and ability to establish and maintain effective working relationships.
  • Ability to work independently, organize time and workload effectively.
  • Proficiency with Microsoft Office Suite applications.
  • Ability to provide support to marginalised communities with an anti‑racism equity lens.
