The Director, Design and Construction, is responsible for strategic leadership, planning, and operational oversight of all Board-approved facility projects and initiatives. This includes major capital projects aligned with the Master Site Plan, seismic compliance initiatives, HCAI and city regulated construction, space planning, and the management of space per HCAI plan designations. The Director oversees all activities from project inception through completion, including design development, construction administration, post-construction fit-up, and licensing readiness, and is responsible for regulatory compliance and sign-off on all OSHPD/HCAI submissions required by the state.

The Director represents the long-term facility goals of Torrance Memorial Medical Center and collaborates closely with Senior Administration, department leaders, architects, engineers, general contractors, and other stakeholders to conceptualize, design, and implement facility projects. The role is responsible for overseeing project budgeting, scheduling, scope development, and ensuring alignment with institutional priorities. The Director also serves as a subject‑matter expert across the organization, providing consultative guidance on design standards, finishes and furnishings, furniture/fixture/equipment programs, artwork, space planning, relocations, and campus‑wide signage and way finding.

Through engaged leadership, technical expertise, and effective project governance, the Director ensures that all projects support the hospital’s operational needs, regulatory readiness, and compliance with all applicable authorities and standards (Building Codes; HCAI; Title 22/24; TJC; Environment of Care; Fire & Life Safety; ADA; infection control requirements); patient safety standards; and the strategic growth objectives of the organization.

Project Management & Oversight
  • Oversight and point of interface between Torrance Memorial personnel, architects, engineers, general contractors, IOR (Inspector or Record), various external contracted project managers, infection control staff, and facilities maintenance.
  • Regularly communicates the status of all work activities to the President & CEO.
  • Oversees construction projects to ensure alignment with timelines, budgets, and project objectives. Leads procurement, vendor selection, and contract negotiation to secure quality services within budget.
  • Reviews construction documents and specifications to confirm alignment with project goals. Ensures all designs and construction adhere to healthcare codes/standards including OSHPD, FGI, ADA, NEPA, CMS, TJC, OSHA, Title 22, Fire & Life Safety, etc. Navigate approvals and permitting processes with regulatory bodies such as HCAI, CDPH, and local AHJs, etc.
  • Serves as key resource for evaluating and resolving field problems as required. Coordinates critical system shutdowns and communicates effectively to prevent disruptions to patient care and operations.
  • Oversight and responsibility with regulatory compliance including sign-off on all OSHPD paperwork for submission to the State. Responsible for HCAI capital project tracking, including internal space tracking and departmental usage reporting to Finance.
  • Ensures proper communication and planning to avoid negatively impacting patient care and productivity.
  • Oversees post‑construction fit‑up activities and manages licensing readiness and activation of new or renovated spaces.
Departmental & Stakeholder Engagement
  • Schedules and attends project‑related design and planning meetings. Facilitate meetings as appropriate.
  • Assures project Requests for Information (RFIs) are resolved in a timely manner.
  • Works with departmental management and communicates the construction process to all departments affected by the project, resolving outstanding issues.
  • Ensures proper notification and coordination with departments peripherally involved or impacted by the construction process, including addressing any interim life safety measures.
  • Evaluates end‑user requests for modifications and facilitates change orders with architects and contractors as appropriate.
