Under general supervision, reporting to the Chief of Employee & Labor Relations (ELR), the HR Analyst III oversees and performs advanced professional ELR activities and provides consultative support to Baltimore County Government departments. This role serves as the Deputy Chief, supporting division-wide processes related to employee & labor relations, ADA/RWA, EAP, FMLA, FSSL, and related training initiatives.
Examples Of Essential Duties- Oversees and reviews the work of ELR Specialists engaged in ELR activities, including FMLA, ADA, EAP, and employee-related investigations.
- Assists in the preparation and presentation of reports, including drafting correspondence, summaries, and analytical reports for review by the Chief of ELR and other leadership as appropriate.
- Conducts research and prepares analyses and recommendations to support policy development, interpretation, and implementation for the Chief of ELR.
- Assists in establishing, administering and refining procedures to implement policies, regulatory requirements and best practices.
- Provides onboarding, training, coaching and ongoing guidance to ELR Specialists and other assigned staff, staff to ensure consistency, compliance, and quality of work. Recommends appropriate personnel actions including disciplinary actions, promotions, demotions, and terminations in accordance with County policy and applicable laws.
- Represents the Employee Labor & Relations Division at meetings, conferences, hearings, and on interdepartmental or external committees, as assigned.
- Serves as an ADA/RWA Coordinator designee for Baltimore County agencies and employees, including documenting interactive processes, evaluating the effectiveness of accommodations, and compiling reports and data related to compliance, trends, and program effectiveness. Investigates employee relations and fair practices complaints gathers and analyzes relevant information, and prepares written investigative reports. Drafts investigative findings and recommendations for review and consideration by the Chief of ELR.
- Provides complete and accurate guidance and information to employees, supervisors, and managers on a wide range of human resources policies, procedures, memoranda of understanding and practices.
- Serves as a FMLA Specialist and provides guidance, and complex case management for the administration of the Family and Medical Leave Act (FMLA), including eligibility determinations, designation of qualifying leave, medical certification review, and tracking of intermittent and reduced-schedule leave. May be called upon to testify at grievance hearings, administrative hearings, and legal proceedings.
