A vacancy exists in the Department of Health and Human Services, Family Investment Division. A list of eligible applicants will be established based on the examination as outlined below. Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants. Responsibilities
  • The Human Services Program Manager plays a crucial role in overseeing and directing human service programs of varying complexities. This involves coordinating and administering these programs, ensuring efficient and effective service delivery. A key aspect of the role includes planning, organizing, and supervising the work of subordinate personnel and service providers. The Program Manager is responsible for developing, reviewing, and assisting in the creation of departmental policies and programs.

    They also make recommendations regarding new or revised legislation that could impact the department or its programs.
  • The Human Service Program Manager promotes the work of the department and its programs by engaging with interested groups and individuals and represents the department in a liaison capacity with officials from other agencies. They implement rules, regulations, standards, and controls to govern program operations and supervise the preparation and monitoring of program budgets. This role also involves assigning cases, scheduling staff, and holding conferences to review cases and address any problems.

    The Program Manager develops written guidelines and procedures for service delivery, assists with personnel interviews and selection, and evaluates employee performance and program functions.
  • Training subordinate employees and service providers is another important responsibility, along with coordinating program activities with other County, State, and community resources. The Program Manager is tasked with resolving client complaints and handling difficult or complex cases, and may participate in individual, group, or family counseling as needed. They develop and maintain management information systems, prepare grant proposals and other reports, and conduct both short- and long-range planning for programs.

    Evaluating overall program effectiveness and recommending modifications, as well as overseeing facilities management when applicable, are also part of their duties.

Required Qualifications

Graduation from an accredited college or university with a bachelor's degree in a social or behavioral science

plus

four years' experience providing human services, such as intake/referral, counseling or educating, which includes one year in a supervisory capacity.

(Related education beyond a bachelor s degree may be substituted on a year-for-year basis up to a maximum of two years for the required non-supervisory experience. Additional experience in providing human services may be substituted on a year-for-year basis up to a maximum of two years for the required education. Experience in the supervision and management of a human services program may be substituted on a year-for-year basis up to a maximum of four years for the required education.)

Knowledge,

Skills, and Abilities
  • The Human Services Program Manager needs a comprehensive understanding of business and public administration principles, practices, and procedures. They must be knowledgeable in modern office management methods and possess a firm grasp of governmental accounting, budgeting, and public personnel administration. Familiarity with organizational structures, staffing patterns, and administrative controls, along with basic computer application concepts, is essential.
  • In terms of skills and abilities, the Program Manager must be able to plan, organize, and direct the work of others effectively. They should have the ability to develop and implement administrative procedures and evaluate their effectiveness. Strong communication skills are crucial, with the ability to present recommendations clearly and concisely, both verbally and in writing. The capacity to exercise sound judgment and discretion when applying and interpreting policies and procedures is necessary.
  • Building and maintaining harmonious working relationships is essential, along with the ability to exercise initiative, imagination, and sound judgment in decision-making.
