Position: Outreach Worker - Breastfeeding Peer Counselor (Administrative Officer I) - Non-Merit

30 hours per week

A Non-Merit vacancy exists in Clinical Services/Women, Infants & Children (WIC), Department of Health and Human Services. Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

A list of eligible applicants will be established based on the examination as outlined below. Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants.

Under general supervision, provides outreach services to women of reproductive age, newly pregnant women, and women who have recently delivered. These outreach services include addressing the need for smoking cessation, obesity interventions and sharing information to clients about prenatal care, health insurance to cover this care and services for family planning.

Responsibilities
  • Meets with and makes presentations to individuals, organizations and community groups to explain, publicize and promote the program.
  • Represents the program at health fairs, community events, classes, seminars and other gatherings. Assists with displays. Assembles and distributes literature, brochures, pamphlets related to program information and breastfeeding promotion and support.
  • Promotes and supports breastfeeding among postpartum women by making telephone calls. Develops and maintains resource lists. Answers telephone inquiries regarding the program and breastfeeding support to the participants of the program. Assists clients making application to the program.
  • Collects, tabulates, updates and maintains program records and statistics related to breastfeeding by program participants. Assembles periodic statistical reports.

May transport clients. Performs other related duties as required.

Requirements

Possession of a high school diploma or appropriate equivalent

Plus

Two years' clerical experience which includes public interaction.

(Additional education may be substituted for the required experience on a year-for-year basis up to a maximum of two years.)

Licenses and Certificates

Possession of a valid driver's license equivalent to a non-commercial, class C Maryland driver license is required at the time of application.

Proof of Licenses, Certifications and Education

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

Failure to submit proof of Licenses, Certifications and Education will result in your application not being considered. Proof of licenses, certifications, and/or education must be submitted with each application.

Preferred Qualifications

Experience providing advice and guidance to women breastfeeding their children

Completion of the Maryland WIC Peer Counselor Training Program

Ability to speak Spanish

EXAMINATION PROCEDURE

Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Persons appointed to this classification may be required to work nights, evenings and weekends.

Physical and Environmental Conditions

The work of this classification is generally sedentary, but may require some traveling throughout the County and lifting and carrying in the setup of educational displays and presentations.

Medical Examination and Employment Background Investigation

Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
