purpose of position

performs technical and administrative support functions primarily related to environmental compliance programs, including industrial pretreatment, municipal separate storm sewer system (ms4) permit compliance, solid waste/recycling education, and other environmental projects and programs. This position assists in implementing regulatory requirements, conducting inspections, collecting data, and providing public outreach to ensure compliance with federal, state, and local environmental regulations, and may provide other occasional support services related to public works.

  • provide varying technical and administrative support functions to the environmental specialist in managing projects, implementing programs, and applying/enforcing city codes and standards, including industrial pretreatment, municipal separate storm sewer system permit compliance, solid waste and recycling, and other environmental projects and programs.
  • perform field inspections related to environmental permits, programs, and projects, and assist in the enforcement of environmental standards and codes. Assist customers with understanding, and compliance with standards, codes, programs, and procedures.
  • prepare documentation to support the city’s enforcement actions and compliance tracking for various environmental programs.
  • provide coordination and oversight for environmental programs conducted within the city by outside agencies.
  • assist in developing and distributing educational materials related to environmental projects and programs.
  • assist in developing and presenting public outreach events related to environmental programs.
  • perform erosion and sediment control inspections and assist in the enforcement of erosion control permits, standards and codes.
  • read and interpret technical drawings, maps, specifications and reports, and explain to customers and other city staff.
  • perform research, data extraction, data collection (field and office) and data analysis. Operate and utilize simple/low-tech and advanced/high-tech data collection equipment.
  • collect, summarize and store programmatic data, both digitally and in paper formats, in accordance with specified procedures for internal programmatic functions and for regulatory reporting.
  • perform calculations and analysis of limited complexity to assist environmental staff and engineers with environmental or engineering projects and programs and analysis of environmental or engineering problems.
  • prepare reports, including technical writing, under the direction of or in collaboration with other environmental or engineering staff.
  • manage routine environmental projects requiring minimal design, including directing crews in the field and inspecting work in progress and upon completion.
  • utilize, update and maintain technical software employed by the public works department for environmental projects and programs.
  • provide occasional supplemental technical and administrative support functions to civil engineering and public works operations staff in managing projects, implementing programs, and applying/enforcing city codes and standards related to public works.
