The Deputy Chief of Clinical Operations & Community Services provides executive leadership, strategic direction, and operational oversight for Oakland Community Health Network's (OCHN) Community Mental Health Services Program (CMHSP) clinical operations, direct clinical services, access operations, and assigned community-based services.

Reporting to the Chief Operating Officer (COO), this position is responsible for ensuring the delivery of high-quality,accessible, person-centered, integrated, and financially sustainable behavioral health services for individuals with mental illness, intellectual and developmental disabilities, substance use disorders and co-occurring conditions.

The Deputy Chief oversees direct services providing leadership in service delivery, workforce development, operational performance, regulatory compliance, resource management, and continuous quality improvement.

The position provides executive oversight of direct clinical service operations, including access, clinical assessment, outpatient services, targeted case management, care coordination, and other assigned CMHSP services and programs with community partners, i.e., Oakland County Health Department. The Deputy Chief ensures effective coordination among access, assessment, referral, and treatment functions to support timely engagement and continuity of care.

1. Executive Leadership and Strategic Operations

• Provide executive leadership and operational oversight for assigned CMHSP clinical operations, direct clinical services, and community service programs.
• Translate OCHN's organizational strategic priorities into operational plans, performance expectations, and measurable outcomes.
• Establish an integrated operational structure that supports effective coordination among access, assessment, care coordination, and direct clinical service functions.
• Oversee the development, implementation, and evaluation of operational policies, procedures, workflows, and service-delivery models.
• Identify opportunities to expand clinical service capacity, improve accessibility, reduce fragmentation, and strengthen continuity of care.
• Direct operational improvement initiatives to enhance service efficiency, clinical outcomes, and resource utilization.
• Advise the COO on clinical operations, workforce capacity, service-delivery performance, operational risks,and emerging community needs.
• Collaborate with executive leadership on organizational planning, system transformation, and the implementation of new service-delivery initiatives.

2. Direct Clinical Services and CMHSP Operations –

• Oversee the development, implementation, and operational performance of outpatient behavioral health services, targeted case management, care coordination, clinical assessment, and other assigned direct services.
• Ensure that clinical services are person-centered, recovery-oriented, trauma-informed, culturally responsive, and consistent with applicable professional and regulatory standards.
• Establish operational expectations for clinical productivity, caseload management, service accessibility, treatment engagement, and continuity of care.
• Ensure appropriate clinical supervision, professional accountability, licensure compliance, and staff development within assigned direct service programs.
• Support the development and implementation of evidence-based clinical interventions and integrated service-delivery practices.
