**************************** the city of tucson is seeking a highly qualified and motivated individual to become part of our real estate team. They must have a proven track record showing specialization and experience in public sector right-of-way acquisition. In support of the real estate division’s mission, our senior property agents are cross-trained and will perform a wide variety of essential functions within different specialties.

The type of work performed will vary over time with the division’s ever-changing priorities and workload.

for this senior property agent position with the real estate division, the department is seeking an individual with a proven track record showing specialization and experience in public sector corridor right-of-way acquisition and relocation. You must include in your letter of interest and chronological resume details sufficient to show your experience in public agency acquisitions, your training and certifications, and your training or experience with technologies that will complement this experience.

Experience in relocations is a plus.

general description

performs senior level professional real estate acquisitions including rights-of-way and disposition of surplus property, property management, and other real estate services for the city of tucson and its departments.

essential functions

is distinguished from the lower-level classification of property agent by the greater complexity of public real property transactions, sensitivity, and dollar value of projects; greater interaction with top-level management and city staff; and team leader responsibilities. Processes more complex or atypical temporary revocable easements, rights of entry, acquisitions, property exchanges, and real estate service requests using discretion and independent judgment. Performs semi-complex components of professional level acquisition, dispositions, and property management, including commercial and non-profit leases.

Manages complete projects from start to finish, tracking, accepting and approving services rendered by real estate consultants and recommending payments of associated invoices. Uses discretion and independent judgment to negotiate semi-complex transactions and incorporate terms and conditions into legal and transactional documents within established procedures. Reviews right-of-way, concept, road project construction plans, and general development plans for right-of-way considerations, impact, cost estimating, and row clearance.

Oversees and assists the audit process of internal files for closure. Maps and creates gis features for new properties, updates the gis database. Practices effective communication with citizens, consultants, co-workers, supervisors, elected officials, and other governmental agencies. Provides coordination and monitors activities for timeliness, accuracy, and effectiveness. Initiates and tracks the appraisal process and orders environmental and archaeological studies on acquisitions, interprets and reviews development plans, site plans, subdivision plats, and engineering plans to make recommendations regarding impact on public right-of-way.

Researches complex real estate and title issues and accurately presents the results. Assists in the creation of bid packages and supports management including work on special projects. Drafts public meeting communications, prepares supporting documentation, presentations, and attends the same upon request. Assists the office of the city attorney with documentation for eminent domain cases.

minimum qualifications

minimum education level & type: associate’s degree. Minimum experience qualifications: at least 4 years conducting real estate transactions involving appraisal, title examination, purchase, sale, exchange, and lease of property, and right of way.
