Overview

The purpose of this service is to recruit, train, retain, license, and certify foster and adoptive families for children who are in foster care or placed for adoption. This service includes supporting, monitoring, and retaining the foster and/or adoptive family after a placement in kinship, foster care, or adoption.

The Foster Care Licensing Specialist supports and monitors foster, kinship, and adoptive families primarily in Pima and Pinal counties, and may also serve Santa Cruz and Cochise counties. They must have a working knowledge of the child welfare system, Arizona regulations and policies related to foster licensing and adoption certification. The position requires travel to the various counties and may occasionally involve stressful, high‑demands work.

Other duties as assigned may be requested.

Essential Functions
  • Conduct agency orientation in person or by phone with potential foster families; follow orientation with a screening interview and provide general information and initial foster care application packet.
  • Participate in initial trainings (Foster Parent College) for licensing and help identify community resources that meet advanced training requirements.
  • Remain in contact with families during the application and pre‑service training process, providing support and ensuring progress toward licensing in a timely manner.
  • Complete initial, renewal, and amendment licensing assessment home studies.
  • Enter home studies into Quick Connect promptly and submit all required Foster Home Licensing documents to the Office of Licensing and Regulations (OLR).
  • Recommend approval or denial of licensure in each home study assessment.
  • Maintain contact with foster families through home visits as specified by the program, state, and contractual requirements.
  • Conduct investigations of licensing concerns and submit reports to OLR.
  • Coordinate foster home placements and exits between the DCS Case Manager and foster homes.
  • Participate in an on‑call rotation that may include evenings and weekends.
  • Maintain case records according to program requirements.
  • Provide periodic, on‑call crisis support and services to foster, kinship, and adoptive families.
  • Serve as a member of the DCS service team, participate in ongoing case plan staffing, Child and Family Teams, and team decision making.
  • Participate in group support services for foster parent retention and recruitment by organizing and facilitating social events and activities; assist parent support meetings and training.
  • Collect and submit data and reports to meet agency and contract requirements.
  • Drive agency or personal vehicle on company business as needed.
Minimum Requirements
  • Bachelor’s degree in a human service‑related field and two (2) years of related work experience.
  • Proficiency with Microsoft Office Suite and ability to enter data accurately and timely into systems.
  • Excellent organizational skills.
  • Strong communication skills—oral and written clear, concise, and organized with appropriate style, grammar, and tone.
Regulatory
  • Must be at least 18 years of age.
  • Valid driver’s license, proof of insurance, and a 39‑month motor vehicle report.
  • Ability to obtain and maintain an Arizona Level One Fingerprint Clearance Card and an FBI National Criminal Records History Report (employer paid).
  • Pass a pre‑employment drug screen (includes marijuana, regardless of recreational use laws) (employer paid).
Desired Qualifications
  • Experience in cultural diversity.
  • Child welfare and/or behavioral health work experience.
  • Additional years of related experience with youth in support or care settings, including children with developmental, emotional, or complex medical needs.
  • Bilingual in English and Spanish (verbal and written).
