CSET is internally looking for a motivated, creative, and outgoing individual to work in our Employment Connection Tulare office to assist Tulare County residents with career guidance. Applicants must be able to work independently, have knowledge of the local labor market and employer expectations, and have the ability to work with customers who have varying personalities and backgrounds.

SCOPE OF WORK

The purpose of this position is to ensure the accurate and timely creation of WIOA Applications in compliance with grants, contracts, and WIB Directives. The incumbent of this position is responsible to make a determination of program eligibility, and when needed, assess and enroll participants for employment readiness. The incumbent is also to provide Tulare County residents with vocational counseling, supportive services, and career planning assistance.

ACCOUNTABILITIES

  • Confirms customer eligibility requirements through examination of applicants' personal and financial documentation and calculating income for a six-month period.

  • Continuously reviews and updates the WIOA Technical Assistance Guide book (TAG) when changes occur for program compliance regarding eligibility requirements and processes.

  • Remains knowledgeable and current in relevant grant and contract obligations, requirements, guidelines and program changes.

  • Compiles, sorts, and verifies data before it is entered into the system and compares data with source documents for program compliance.

  • Provides customers with an overview of services available through the Employment Connection System.

  • Attends Rapid Response, job fairs, and other community events as directed in order to outreach in the community where employment and training services are needed.

  • Provides exceptional customer service for individuals from various backgrounds that includes efficient, precise, and courteous communication in a dignified environment, interprets standards and guidelines to potential clients, and answers questions regarding process and application status.

  • Strive for 90% accuracy rating with completed WIOA application files and enrollments.

  • Inputs accurate and complete data for all contacts with customers into agency database.

  • Facilitates one-to-one counseling, WIOA enrollment, case management, orientations and workshops to assist in preparation for job readiness, assist with resume building and help participants navigate CalJOBS.

  • Remains updated on occupational and local labor market information, program requirements, and regulations affecting participants.

  • Refers customers to other CSET program resources and partner agencies as applicable via the internal referral system.

  • Compiles and studies occupational, educational, and economic information to aid in making and carrying out vocational and educational objectives.

  • Participates in training and professional development to build required knowledge for the position.

  • Performs other duties including but not limited to fulfillment of work schedules, adherence to attendance policies, and other applicable operating rules, policies and procedures.

  • Serves as a customer liaison responding to customer problems, questions or concerns and coordinates with the proper agency personnel to provide timely and accurate answers for the customers. Identify potentially eligible youth and provide those youths with an orientation covering the full array of applicable services available and how to access those services

  • Complete other duties as assigned
