Job Summary Under administrative direction, the Emergency Management Deputy Director supports Tulsa County’s all-hazards emergency management program, including preparedness, response, recovery and mitigation. The incumbent develops, updates and maintains emergency operations plans and continuity of operations plans for the County; coordinates with internal county departments and external agencies (city, state, federal, private sector) including the local communities within Tulsa County as well as the Oklahoma Department of Emergency Management;
plans and executes training and exercises; and supports activation and operation of the Emergency Operations Center (EOC) or other incident management structures during incidents or planned events covering the more than 1 million residents in Tulsa County.# #
Job Description
** Safety-Sensitive Position:
** Yes (as defined under Oklahoma Statute Title 63 § 427.8)
** All candidates conditionally offered transfer, promotion or initial hiring into a DOT/safety-sensitive position shall submit to testing for drugs and alcohol and test negative before performing any job functions that are safety-sensitive or require a CDL. External job applicants with a confirmed positive drug or alcohol test result shall be denied employment and shall be required to wait one year before applying for another position within Tulsa County.
**** Essential Job Functions
*** Develop, review, and update the County’s Emergency Operations Plan (EOP), continuity of operations plans (COOP), hazard mitigation plans, and related procedures.
* Conduct hazard vulnerability analyses and risk assessments for Tulsa County; use those results to inform planning, mitigation and response efforts.
* Coordinate hazard identification and mitigation strategies with the County and Local Engineering departments assuring that projects are shelf ready should disasters occur to take advantage of mitigation projects funds available during disaster recovery.
* Coordinate emergency preparedness/response activities across county departments (fire, police, public health, public works), municipalities within Tulsa County, and state/federal partners.
* Plan, schedule, and deliver training programs, workshops and exercises (tabletop, functional, full-scale) for internal staff, partners, and community stakeholders.
* Support post-incident recovery operations: assist in damage assessments, compile after-action reports, craft improvement plans and implement follow-up.
* Stay current with best practices, emerging threats (natural disasters, technological hazards, pandemics), and regulatory frameworks (e.g., the Oklahoma Emergency Management Act of 2003) applicable to county emergency management.
* Maintain positive working relationships with municipalities within Tulsa County, the Oklahoma Department of Emergency Management, FEMA, and other external stakeholders.
* Provide public information support during incidents and coordinate preparedness outreach efforts to the community.
* Develop and foster continuing relationships with the Tulsa County PIO as well as local radio and news media.
* Stand up and provide space for County IMT personnel and leadership during disasters in the EOC as well as the staff included in the Joint Information Center overseen by the County PIO.
* May serve as technical lead or primary point-of-contact for specific functional areas (e.g., continuity planning, public grant and funding management).
* May assume the duties of Director in their absence.
* Perform other duties as assigned consistently with the mission of the emergency management agency.# # Additional
