The Office of the Insurance Commissioner (OIC) seeks a qualified individual for the Functional Program Analyst 3 (HCBM Contracts Analyst) position. This role is within the Rates, Forms, and Provider Networks Division and is based out of our Tumwater Office.

At the Washington State Office of the Insurance Commissioner (OIC), we protect consumers, the public interest, and Washington’s economy through fair and effective regulation of the insurance industry. Our work directly impacts how health care is delivered across the state—ensuring insurance companies and health care benefit managers operate transparently, lawfully, and in the best interest of the people they serve.
Within OIC, the Rates, Forms, and Provider Networks (RFPN) Division is where policy meets practice. Our Provider Network Oversight Program (PNOP) focuses on the contracts that shape real-world access to care—agreements between insurers, health care benefit managers, hospitals, clinics, physicians, and third-party vendors. These contracts define how provider networks are built, managed, and leased, and they must comply with complex state and federal requirements.
This role is part of a collaborative team where everyone contributes, but each analyst brings a specialized focus. As a Functional Program Analyst 3 (HCBM Contracts Analyst), you will be deeply contract-centric—reviewing, interpreting, and analyzing provider and network management agreements to ensure compliance and protect the integrity of Washington’s health care system. If you enjoy digging into complex documents, understanding how entities relate to one another, and applying legal and regulatory standards to real-world contracts, this position offers meaningful, high-impact work with strong subject-matter support and a clear public purpose.

This is a Washington General Service position. The monthly salary range for this position is $5,137 - $6,906.
