The Department of Labor & Industries (L&I) is a diverse state agency dedicated to the safety, health, and security of Washington's workers. We help employers meet safety and health standards and inspect workplaces when alerted to hazards. As administrators of the state's workers' compensation system, we are similar to a large insurance company, providing medical and limited wage‑replacement coverage to workers who suffer job‑related injuries and illness.
Our rules and enforcement programs also help ensure workers are paid what they are owed, that children's and teens' work hours are limited, and that consumers are protected from unsound business practices.
Insurance Services is the largest division within the agency and administers one of the premier workers’ compensation organizations in the nation serving over 3.8 million employees working for 260,000 employers.
The Employer Services program within the Insurance Services Division is responsible for establishing and maintaining industrial insurance accounts for over 180,000+ employers and 2.5 million employees doing business throughout the state of Washington. The program provides a wide array of services to employers in the State Fund from helping new businesses get workers’ compensation coverage to specialized underwriting.
Within Employer Services the Retrospective Rating Program (Retro) is looking for a Financial Incentive Coordinator. Retro is an optional financial incentive program available to State Fund employers and offers guidance on how prospective qualified employers and employer groups can reduce their insurance premiums.
In this position you will provide expert consultative and technical support to prospective and enrolled participants in Retro, their third‑party administrators (TPAs), Retro staff and other staff within Employer Services. Such service may include, but is not limited to, presenting and analyzing premium and claims experience, retrospective rating plans and calculations, experience rating and calculations, workers’ benefits, premium payment requirements; monitoring progress and performance of enrolled employers, alerting employers to potential problems, and assisting in the development and implementation of solutions.
This work supports the agency’s mission to support the State’s economic well‑being by protecting the safety of Washington’s workers and providing benefits to injured workers.
- Provide consultative and technical services to Retro groups, Third‑Party Administrators (TPAs) and individual employers that voluntarily participate in Retro – as well as prospective accounts.
- Prepare and present complex financial, claims, and premium data for currently enrolled, and prospective Retro participants through use pre-built and ad hoc queries/reports.
- Utilize project management fundamentals.
- Manage interdepartmental and external coordination of Retro partners to ensure smooth project implementation.
- Identify the services and products that have the most value, and communicate this information to the customer, to ensure understanding.
- Identify areas for process improvement and standard work within the Retro team to achieve a better comprehension of drivers of past performance and predictors of future performance (maximize Retro returns).
- Implement lean concepts and principles to create standard work and improve customer service for our Retro groups, individually‑enrolled employers and their TPAs.

- Bachelor’s degree.
- Additional qualifying experience may be substituted, year for year, for education.
- Two years’ experience in underwriting, auditing, or selling casualty, disability or workers’ compensation insurance or disability claims adjudication.
