Position: Utility Analyst I-II - Energy Resources

The Position

Turlock Irrigation District is seeking a qualified Utility Analyst to join its Power Control Center team. This position supports the analysis, coordination, and monitoring of the District’s power system operations.

As a Utility Analyst with a focus on Market and Programs Integration and Support, the incumbent performs technical and analytical work across the Power Control Center, including training support, outage coordination, and operational support. The role provides technical support for power system and energy market operations and assists with the implementation and support of market, operational, and energy management system applications.

The position also contributes to the evaluation and improvement of operational methods, processes, and protocols.

This work supports the safe and reliable delivery of water and electric service to the communities served by the District.

JOB SUMMARY

Perform a variety of professional duties involved in the planning, analysis, development and use of District resources including, but not limited to electric generation, electric, financial, & fuel contracts market integrations and support, energy trading & scheduling, settlements, resource planning, rates, and risk management.

These positions may be rotated from time to time.

DISTINGUISHING CHARACTERISTICS

The class of Utility Analyst I differs from that of Utility Analyst II in that those incumbents of the Utility Analyst I class perform less varied, complex or technical tasks. A position in the Utility Analyst II class is filled by advancement from the class of Utility Analyst I. Incumbents of the Utility Analyst II class are expected to independently and successfully perform a wide variety of difficult and complex work.

Adequate performance requires knowledge of District policies and procedures, and the ability to choose among a number of alternatives in solving problems. Work is normally reviewed only on completion for overall results.

DUTIES AND RESPONSIBILITIES

The Utility Analyst - Energy Resources may be assigned a wide variety of duties and responsibilities. Typical assignments may include, but are not limited to:

Resource Planning

• Analyze and produce studies, forecasts, and schedules related to power generation, fuel contracts, and transmission.

• Determine and recommend desirable generation investments and long‑term contracts.

• Develop multi‑year load‑forecast information for use in revenue projections.

• Coordinate long‑term planning activities and maintain the load research program.

• Represent the District in legislative and professional proceedings at the federal, state, and local levels.

• Develop compliance filings for environmental regulations such as the Renewable Portfolio Standard, and Cap and Trade.

• Develop, analyze, and communicate the District’s Purchased Power and Fuel Budget.

Trading & Scheduling

• Analyze and produce short and intermediate‑term schedules for generating units and plants.

• Produce instructions, procedures, logs, and reports related to load dispatching and energy resource scheduling.

• Identify and negotiate short‑term wholesale contracts.

• Manage projects for development, implementation, and training of new power scheduling processes.

• May serve as Energy Trader I or Energy Trader II and may be required to work 12‑hour shifts, nights, weekends, and on‑call periods.

Rates

• Determine District utility retail cost by preparing a Cost‑of‑Service study.

• Produce retail revenue estimates and multi‑year revenue projections.

• Prepare and analyze material related to the cost structure for each rate schedule.

• Recommend rates for each rate class.

Risk Management

• Design, program, and operate systems for measuring, monitoring, and reporting financial risk.

• Coordinate scheduling, risk analysis, and forecasting with other administrations.

• Participate in the Risk Management Committee to communicate market risk positions and mitigation strategies.

Settlements and Reports

• Conduct analysis related to the preparation and approval of invoices.

• Model scheduling and settlements data in software systems.

• Prepare statistical, financial, and planning reports for Administration.
