SummaryThe purpose of this classification is to work independently to conduct and complete audits of business financial records to determine their correct tax liabilities and to assess any unpaid amounts. This classification also instructs businesses in proper accounting procedures and in the proper filing of City business licenses and tax reports.
Essential Functions- Provide direction, training, guidance and assistance to employees; give instruction on tax laws and audit procedures.
- Perform audits of business licenses, sales tax, use tax, rental tangible tax, liquor tax, residential rental tax, lodging tax, and franchise fees; exercise independent judgment throughout the audit process.
- Develop and implement audit procedures, forms, and schedules for notification, power of attorney, entry conference, audit compilation, exit conference, assessment, and collection.
- Instruct businesses on proper filing of licenses and related tax reports.
- Evaluate business operations, analyze taxpayer records, and determine appropriate taxation and licensing.
- Prepare assessments of additional tax due, plus penalty and interest; explain tax liability to taxpayer or representative.
- Monitor collections of audit assessments and initiate court proceedings when necessary.
- Complete audit workpaper files for use in appeal hearings, court proceedings, and conferences.
- Conduct exit conferences with taxpayers, detailing audit findings and preliminary assessments.
- Coordinate with the City Attorney's Office for audit-related legal matters; identify and notify the legal department of controversial tax issues.
- Consult with county, state and federal tax departments, attorneys, and accountants concerning audit and licensing issues.
- Testify in court as a revenue witness and give depositions concerning audit findings.
- Prepare and complete various forms, reports, correspondence, accounting reports, worksheets, tax assessments, sales journals, annual tax statements, and other documentation.
- Operate computer systems to enter, retrieve, review, and modify data; use word processing, spreadsheet, database, and auditing programs.
- Communicate with supervisors, employees, departments, city officials, taxpayers, accountants, lawyers, and agencies to coordinate work activities and resolve problems.
- Attend meetings, make presentations, serve on committees, and participate in professional associations.
- Maintain confidentiality of all financial and restricted information related to business licenses and tax accounts.
- Maintain current knowledge of applicable laws, regulations, and tax codes; research and retain knowledge of court cases and procedures.
- Perform other related duties, such as issuing business licenses, assisting taxpayers with tax forms, and collecting delinquent taxes.
Bachelor's degree is required; supplemented by 3 years of related work experience or equivalent combination of education, training, and experience. Must obtain and maintain a valid Alabama Municipal Revenue Officer certification and either a Revenue Examiner or Governmental Tax Analyst certification. Must possess a valid Alabama driver's license.
