SummaryThe incumbent serves as the Hospital Housekeeping Officer (HHO) (Chief of Environmental Management Service) at CAVHCS located in Tuskegee and Montgomery, Alabama. The purpose of this position is to manage the hospital housekeeping program, assuming full responsibility and accountability for the planning, directing, and monitoring of all aspects of the hospital housekeeping program (including environmental operations, sanitation, environmental infection management, and safe facility operations).
QualificationsTo qualify for this position – applicants must meet all requirements by the closing date of this announcement – 01/20/2026. Time‑In‑Grade Requirement:
Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time‑in‑grade requirements by the closing date. For a GS‑12 position you must have served 52 weeks at the GS‑11. The grade may have been in any occupation, but must have been held in the Federal service. An SF‑50 showing your time‑in‑grade eligibility must be submitted with your application materials.
If the most recent SF‑50 has an effective date within the past year – it may not clearly demonstrate you possess one‑year time‑in‑grade – as required by the announcement. In this instance – you must provide an additional SF‑50 that clearly demonstrates one‑year time‑in‑grade.

Individual Occupational Requirement (IOR) for Hospital Housekeeping Management Series (0673):
Education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Education:
Undergraduate – major in chemistry, biological sciences, sanitary science, administration, institutional sanitation, hospital administration, hotel administration, public administration, business administration, or other fields related to the position. Graduate – major in public health or business administration with emphasis in hospital administration.

Specialized
Experience:
Experience in two or more of the following areas (or other work related to the position): (1) Practical knowledge of chemistry, biology, and bacteriology applied to environmental sanitation, infection control, and antimicrobial agents; (2) Laundry and linen management; (3) Interior design management; (4) Waste management (hazardous, toxic, infectious); and (5) Pest management (alternative methods and chemical application). In addition to meeting the above IOR requirement – you must also meet the specialized experience as described below:
One year of specialized experience equivalent to at least the next lower grade GS‑11 in the normal line of progression for the occupation in the organization. Examples include planning, directing, evaluating programs; handling budgets; staffing; equipment; contracts; supervisory duties; and policy implementation.
Preferred Experience:
Extensive knowledge and/or experience in Environmental Management within the VA and VHA. This is a supervisory/managerial position. Applicants selected for a supervisory or managerial position that have not previously completed a supervisory or managerial probationary period must complete a 1‑year supervisory or managerial probationary period. Failure to complete the probationary period successfully can result in return to the former position or to a position of no lower grade and pay.
The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately light–controlled office; however, exposure to communicable disease, physical and verbal abuse from disturbed patients or distraught visitors is possible.
