Dean | Fluor Mechanical Systems Operations Manager

Oversees 24/7 HVAC operations to ensure critical building systems run efficiently and reliably. Manages a trained team responsible for maintaining heating, cooling, ventilation, and safety systems. Ensures systems are monitored, updated, and maintained using building automation tools (like Delta Controls) and a computerized maintenance system (CMMS). Develops procedures, training, and emergency plans to keep operations running smoothly at all times. Also supports project planning, preventive maintenance, and coordination with subcontractors.

• Responsible for providing a 24/7/365 qualified, capable, and trained HVAC operations staff that can operate and maintain site critical engineering systems and equipment that supply the facility with heat, utility and conditioned water, ventilation, air conditioning, and other environmental and critical systems in accordance with diagrams, operating manuals, industry best practices, and manufacturers' specifications.
• Responsible for updating all HVAC system control applications to maximize efficiency and revising operating controls as needed to accommodate changes or correct inefficiencies.
• Monitor and control building equipment; operate the facility’s Building Automation System (e.g., Delta Controls).
• Manage maintenance activities on engineering systems and equipment such as chillers, air handlers, humidifiers, water softeners, cooling towers, HVAC controls, and fire and life safety systems.
• Conduct periodic inspections of all engineering systems and equipment, monitor operations, and maintain logs.
• Establish a HVAC continuity of operations plan to ensure ongoing service, including training personnel for emergency decision-making.
• Provide leadership and personnel management, including recruitment, training, scheduling, reviews, and disciplinary actions to ensure reliable 24/7/365 HVAC operations.
• Develop HVAC processes, SOPs, and training programs for operators to monitor and control complex systems, and establish methods to measure and report on productivity and effectiveness.
• Implement HVAC processes and procedures using the CMMS to schedule, dispatch, track, and report maintenance activities, including emergency repairs and preventive maintenance.
• Assist Project Manager in developing work and project schedules.
• Support the development and implementation of preventive maintenance programs.
• Coordinate subcontractor activities with the Business Manager for services on building systems or equipment.

• A Bachelor of Science Degree in Engineering with 10+ years of experience in industrial facility operations and maintenance, or equivalent supervisory and field experience.
• Must be willing to carry a radio and cell phone during duty hours for emergency response.
• Adhere to all company policies, procedures, and standards.
• Be a team player committed to quality.
• Perform other job-related duties as needed.
• Meet all licensing and certification requirements.
• Possess a valid driver’s license and be available for various shifts, including weekends, holidays, and overtime.
• Available 24/7/365, with coverage for personal time off.
• Ability to achieve and maintain a TS/SCI security clearance.

Desired Skills:

• Professional Engineer certification.
• Experience as a Building Operations Center Manager preferred.
