Management Concepts is seeking an experienced Program Manager to lead the training and learning-support workstream for a large-scale federal Enterprise Contract Management System (CMS) implementation. This fully dedicated role oversees performance, quality, schedule, cost, risk, staffing, and coordination with the broader modernization program.

The Program Manager leads curriculum development, training deployment, train-the-trainer activities, and sustainment, aligning training with system releases, business-process changes, and stakeholder readiness. The position requires residence in the Washington, DC metropolitan area (DMV) and travel for customer meetings and program requirements.

• Lead workstream planning, performance, quality, schedules, risks, issues, dependencies, and deliverables from planning through deployment and sustainment.
• Maintain the master training project plan, aligning milestones with configuration, testing, releases, deployment, change management, and communications.
• Lead the core team and coordinate curriculum, delivery, train-the-trainer, and performance-support resources while distinguishing management from production responsibilities.
• Oversee the Training Support Plan, including formal, just-in-time, refresher, and remedial training, knowledge transfer, and training-environment support.
• Coordinate implementation partners, technical teams, subject matter experts, instructors, instructional designers, training operations, and federal stakeholders.
• Manage budgets, labor forecasts, staffing plans, task-order tracking, billing inputs, and cost reporting.
• Report status, risks, decisions, resource constraints, and corrective actions to program leadership and Government stakeholders.
• Ensure alignment with federal acquisition processes, Section 508 accessibility, security, privacy, and governance requirements; support transition to internal training capability

• Active Project Management Professional (PMP) certification.
• At least 10 years of progressively responsible experience in acquisition, finance, information technology, program management, or a related field, with increasing leadership responsibility.
• Success managing complex enterprise technology, acquisition-management, or modernization programs for a Cabinet-level federal agency or comparably complex organization.
• Extensive knowledge of federal acquisition regulations, procurement practices, and government contracting processes.
• Expertise in business transformation and program integration within large-scale IT modernization initiatives.
• Experience managing program performance, quality, schedules, costs, risks, staffing, deliverables, dependencies, and executive reporting.
• Ability to lead distributed, multidisciplinary teams supporting curriculum development, training deployment, stakeholder engagement, performance support, and sustainment.
• Federal program-management experience as an employee of a government contractor, consulting firm, systems integrator, or other commercial vendor. Federal employment alone does not satisfy this requirement.
• Experience supporting federal contract-writing, acquisition-management, procurement, or related enterprise systems.
• Ability to successfully complete a background investigation and obtain and maintain the required Public Trust determination.

• Experience leading enterprise training or workforce-readiness work streams within major technology implementations.
• Knowledge of Product Line Management (PLM), Process Asset Library (PAL), and enterprise IT governance and lifecycle processes.

Microsoft Project or comparable scheduling tools;
Microsoft Excel, PowerPoint, Word, Teams, and SharePoint; risk and decision tracking tools; learning management systems;
Power BI or Tableau.
