Newton Poppleford and Harpford Parish Council
NPHPC is seeking to appoint an enthusiastic and proactive CiLCA qualified Clerk/Responsible Financial Officer (RFO). As Clerk/RFO, you’ll play a key role in driving projects forward and supporting the council in their work to support and develop a vibrant and growing village community (population 2,303, 2021 census). You will work closely with councillors, residents, and local businesses/partners to ensure the smooth running of council business and services.
The Clerk/RFO is supported by an Assistant Clerk.
NPHPC manages and maintains community facilities including playing fields and a multi-use all-weather games area (via a charitable trust), allotments, cemeteries, and public spaces as well as supporting local events and village life. The council is primarily funded by the precept (£93, and, as RFO, the Clerk has responsibility for the day-to-day management of the council budget.
This is a part-time role (25 hours per week), offering flexibility and the opportunity to work mainly from home. The role includes attending Council meetings (some in the evening).
The role is graded in the LC2 band of the NALC pay scale (SCP 18-23, £16.35 – £17.85 per hour, £31,537 – £34,434 pa pro rata, pay award pending).
We are looking for applicants who already hold the Certificate in Local Council Administration (CiLCA). We might also consider applicants who have already started this training and are close to its completion.
