Regional HSE Manager

Heavy Haul Rail is a UK rail freight company dedicated to delivering smarter, cleaner freight solutions that reduce emissions, ease road congestion and strengthen supply chains.

What You’ll Do
  • Develop and maintain HS&E performance, ensuring safe work, environmental compliance, incident close‑out and team competence in line with the management system.
  • Provide expert guidance on safety legislation, rail standards, and regulatory requirements.
  • Develop and support the delivery of route risk across the business unit.
  • Develop and manage common safe systems of work (CSSO) and local working instructions.
  • Plan and deliver core training activities across operations, engineering and the wider business.
  • Champion a proactive safety culture across operations and engineering teams.
  • Lead investigations into incidents, near misses, and environmental events.
  • Drive targeted improvement programmes based on performance trend analysis.
  • Ensure compliance with ROGS, HSWA, CDM and environmental legislation.
  • Liaise with ORR, RAIB, HSE and environmental regulators.
  • Support HSE competence frameworks and training delivery.
  • Lead sustainability and environmental initiatives.
  • Engage stakeholders internally and externally.
Qualifications
  • Significant HSE management experience within rail freight, operations, engineering, logistics or heavy industry.
  • Strong understanding of UK rail safety legislation and environmental compliance.
  • NEBOSH Diploma or equivalent vocational experience.
  • ISO 45001/14001 auditor qualifications desirable.
  • Demonstrated ability to drive cultural change and lead investigations.
  • Excellent communication and stakeholder engagement skills.
