Who are we looking for?

Are you a dynamic individual who is a confident and solutions‑focused professional with practical experience in street scene enforcement or a closely related service? We are seeking an experienced and proactive Street Scene Officer to assist on priority environmental enforcement activities that directly impact the cleanliness, safety and appearance of our district.

This is a frontline, operational role with a strong focus on dealing with fly‑tipping, abandoned vehicles, dog fouling and other environmental crimes. In addition, you will work with our Waste and Street Cleansing contractor and monitor the cleanliness of adopted highways and footpaths to ensure they meet the relevant standard. Coordinate responses to service requests and complaints, and work closely with other contractors, partner agencies and residents.

As

a Street Scene Officer, You’ll
  • Work with the Senior Street Scene Officer & Waste and Street Scene Manager, tackling fly‑tipping, abandoned vehicles, littering and other environmental crimes across the district as required under the Clean Neighbourhoods and Environment Act 2005 (CNEA) legislation.
  • Investigate fly‑tips and obtain photographic evidence in preparation for any enforcement action.
  • Undertake investigations into fly‑tipping, and waste duty of care in relation to the management of waste (both domestic and commercial) including evidence gathering, interviews under caution where appropriate, and case preparation for enforcement action or prosecution.
  • Investigate reports of abandoned vehicles and update the council’s dedicated abandoned vehicle system to progress cases, including writing out to registered keepers.
  • Coordinate the safe and timely removal of dead animals from the public highway and other public land, ensuring compliance with welfare and health & safety requirements.
  • Be responsible for monitoring and liaising with our waste and street cleansing contractor, overseeing the provision and emptying of dog and litter bins within the district as well as monitoring the cleanliness of roads and footpaths to ensure they meet the COPLAR standard.
  • Assist in enforcement and education activities relating to dog fouling, including undertaking patrols, public engagement and hotspot monitoring; where necessary issuing fixed penalty notices.
  • Work closely with various council departments including Waste Management, Environmental Health, Housing, etc. and other external organisations such as the Police to deliver joined‑up outcomes.
  • Assist with deliveries/collection of litter‑picking equipment or waste containers as requested by Waste Management.
  • Undertake assessments or minor repairs of dog or litter bins (if reported as damaged) and report to the Senior Street Scene Officer any that require replacement.
  • Ensure accurate record keeping, reporting and use of case‑management systems.
  • Contribute to service improvement, policy development and local environmental campaigns.

This is a varied, hands‑on role where no two days are the same. You’ll be out in the community one day and preparing case files the next – all while being part of a supportive, motivated team that takes real pride in getting results.

What skills, knowledge and abilities do you require for the role?
  • Ideally you will have proven experience dealing with fly‑tipping, abandoned vehicles and environmental enforcement.
  • Knowledge of relevant legislation (e.g. Environmental Protection Act 1990, Refuse Disposal Amenity Act 1978, Anti‑Social Behaviour legislation).
  • Ability to communicate effectively with the public, contractors and partner agencies.
  • Strong investigative, organisational and decision‑making skills.
  • Full clean UK driving licence.
