The Position
The list developed from this recruitment will be used for a limited period to fill open and promotional, regular full-time, and part‑time positions should they occur. This position receives an additional 5% Confidential premium. The current vacancy is in Ukiah with the Payroll Division and supports the daily operations of the County’s centralized payroll system. This position helps ensure payroll is processed accurately and on time by meeting critical deadlines.
Responsibilities include performing detailed payroll processing and accounting tasks, reconciling payroll transactions, and maintaining balanced payroll‑related general ledger accounts. Under direction, performs professional and complex accounting and auditing work; records and reports financial transactions for the County; reviews departmental accounting records for accuracy; prepares financial reports, statements and special financial analyses. Performs technical and administrative tasks in the process and maintenance of budget, expenditures, grants, payroll, contracts and contract management, taxes, and other financial related data.

Minimum Qualifications
Duties may include but are not limited to the following :
- Performs accounting and fiscal operations unique to assigned department or an assigned function within department. Performs audits, reconciliations and appraisals of the accounting and financial systems, accounts, funds and related activities to ensure accuracy and that adequate internal control, sufficient security, and auditability are present.
- Reviews accounting, auditing and/or regulatory reports to ensure financial compliance and integrity, to analyze findings, provide budget forecasting information and to interpret conclusions.
- Analyzes financial information including: counting funds; examining records; preparing financial statements, reports and notes and issuing opinions on same; performing complex reconciliations and analytical procedures; reviewing budget preparation; and designing and implementing systems.
- Maintains and analyzes a variety of grants, funds, tax projects and contracts; trains County department representatives in entering related data.
- Performs revenue projection functions related to taxes, including, appropriation/revenue accounting, data reporting and computing tax rates.
- Compiles information/data for County Budget Book.
- Tracks asset forfeitures.
- Designs and evaluates internal control systems, advises of weaknesses and recommends improved controls.
- Computes tax accounts according to tax rate formula and arranges for posting of tax rolls; prepares or oversees preparation of final County tax rolls and maintenance of property tax records; ensures that rolls are correct and distributions appropriate.
- Reconciles and balances office cash to internal and bank records.
- Prepares claims for reimbursement of mandated costs.
- Assists departments in finding solutions to problems regarding the accounting and reporting of financial activity.
- Performs a variety of tasks related to countywide payroll functions.
- May train other staff.
- Serves as lead professional on special projects.
- Perform other related duties as assigned.
QUALIFICATIONS REQUIRED
Education and Experience:
To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge, skills and abilities. A typical way to obtain the knowledge, skills and abilities would be:
Experience:
Four years of accounting and/or auditing experience, preferably in a government agency.
Education:
Graduation from an accredited four year college or university with major coursework in accounting or a closely related field. If the major has been in a field other than accounting, at least 15 units of college level accounting courses must have been completed.
