The Veterans Services Representative provides essential support and assistance to veterans and their dependents within Mendocino County, offering counseling, guidance, and advocacy throughout the claims process to help veterans and their families access the benefits and services they have earned. These responsibilities are carried out in compliance with the California Military and Veterans Code, the guidelines of the California Department of Veterans Affairs, and all applicable federal regulations, including Title 38 of the Code of Federal Regulations, Part 14.

Duties may include but are not limited to the following:

  • Provides counseling, information, and advocacy to veterans and/or their dependents regarding available financial, educational, vocational, legal, and medical benefits.
  • Ensures veterans and/or their dependents are informed of their rights and entitlements under federal, state, and local laws.
  • Researches, gathers, and evaluates records, documentation, and other evidence to support claims for benefits; assists veterans and/or their dependents in obtaining required materials such as military, medical, and legal records.
  • Prepares, submits, and monitors claims and appeals through appropriate federal, state, and local channels, ensuring compliance with all procedural and regulatory requirements.
  • Interviews veterans and/or their dependents to assess needs and eligibility and advises on the full range of veterans’ benefits and services, including inter‑agency programs and community resources.
  • Maintains accurate and confidential client records, correspondence, and casefiles in accordance with legal and departmental standards; prepares reports and correspondence as required.
  • Represents and advocates for veterans and their dependents before the U.S. Department of Veterans Affairs (VA) and other agencies in the preparation and presentation of claims and appeals, including cases involving denied benefits.
  • Monitors, interprets, and applies federal, state, and local laws, regulations, and guidelines pertaining to veterans’ benefits; stays current with legislative and regulatory changes affecting veterans programs.
  • Participates in outreach activities, including attending and representing the department at meetings of veteran associations, community events, and professional developmental trainings.
  • May transport veterans to and from VA hospitals.
  • Performs other related duties as assigned.
Minimum Qualifications Required

Education and Experience

High school diploma or GED;

One (1) year related work experience involving program services, administrative support, or public contact support.

Licenses and Certifications

Valid California driver’s license.

Must obtain accreditation by the California Department of Veterans Affairs as a Claims Representative in accordance with Title 38 Code of Federal Regulations (CFR) Part 14 within twelve (12) months of appointment.

  • Applicable Federal, State, and County laws and regulations pertaining to veterans’ rights, benefits, and obligations.
  • Comprehensive range of benefits, services, and programs available to veterans and/or their dependents.
  • Policies, practices, and procedures for preparing, submitting, and tracking claims and appeals for veterans’ benefits and services.
  • External governmental agencies, community resources, and veterans’ organizations that provide services and assistance to veterans and their families.
  • Record keeping, report preparation, filing methods, and records management techniques.
Skills
  • Preparing clear and concise reports, correspondence and other written materials.
  • Record keeping principles and practices, including the creation and maintenance of files and claim tracking methods to ensure compliance with mandated deadlines.
