Configuration Management Analyst

We are searching for a self‑motivated and highly experienced Configuration Manager (CM) to join our Dev Sec Ops  Department/Cyber, Modeling and Simulation Division at the Applied Research Laboratory (ARL) at Penn State University. ARL’s mission is to develop innovative solutions to challenging national problems in support of the Navy, DoD, and intelligence communities.

Responsibilities
  • Assist in the selection and evaluation of technology to support program development and define processes and standards for the Undersea Systems Office and Communications, Information, and Navigation Office levels.
  • Evaluate and facilitate orderly management of technical and/or engineering changes to hardware, software, and technical data.
  • Work closely with internal and external stakeholders, participate in customer meetings, and provide technical leadership to resolve configuration management issues during product and project life cycles.
  • Develop and provide training, advice, and guidance for the integration of new technologies, environments, and processes within engineering departments.
  • Maintain and configure CM tools on servers and clients, manage licenses, establish automation where possible, and secure access controls.
  • Develop Software Configuration Management metrics reports and implement CM processes and procedures in accordance with industry best practices and company standards.
  • Collaborate with cross‑functional teams to identify and document configuration items, maintain accurate CM databases and repositories, conduct audits, and resolve discrepancies.
  • Provide guidance and support to team members on CM processes, continuously monitor and improve systems, and ensure all changes are documented and approved.
  • Communicate and report on CM status and progress to project teams and management, stay current with industry trends, and mentor junior CM team members.
  • Collaborate with software development teams to ensure proper version control and release management, participate in customer meetings, and ensure compliance with company policies, procedures, and regulatory requirements.
Required Skills & Experience
  • Microsoft Windows, Word, Excel, Power Point
  • Knowledge of industry or U.S. Government configuration management practices
  • Experience with tools to implement a successful CM program (e.g., source control, problem tracking)
  • Effective presentation and written communication skills to convey information to management, engineers, or sponsors
  • Proven ability to deliver quality results with minimal supervision and to collaborate in multi‑disciplinary teams across cultures
  • Strong analytical and problem‑solving skills
Preferred Skills & Experience
  • Siemens Team Center, Atlassian JIRA
  • Active government security clearance
  • Background in Mechanical or Electrical Engineering or programming/scripting languages (C, C++, Python, Perl, etc.)
Location

Your working location will be on‑site in San Diego, CA.

Security & Citizenship

Applicants must be U.S. citizens and will be subject to a government security investigation. Employment requires successful completion of a pre‑employment drug screen and a background check in accordance with University policies.

Salary Range

$76,700 – $129,500, depending on grade and geographic differential.
