Engineering Manager

Reporting Schedule

Full-time, 12 months per year, 10 hours per day, 4 days per week (Monday through Thursday, 7 a.m. to 6 p.m., possible nights and weekends).

Exam Type

Open Competitive. Qualifications Appraisal Interviews tentatively scheduled for the week of August 25, 2025.

Probationary Period

12 months.

Responsibilities
  • Plan, manage, and oversee daily operations of one or more engineering sections (e.g., Capital Improvements - Utilities, Capital Improvements - Public Works, Land Development, Traffic, Special Districts)
  • Develop and implement goals, policies, and priorities for assigned divisions; recommend service levels and staffing
  • Lead and manage capital improvement and maintenance projects from design through construction and inspection
  • Oversee budget development and administration; monitor expenses and ensure compliance with funding
  • Prepare RFPs and scopes of work; negotiate and administer professional service contracts
  • Supervise, train, and evaluate staff; manage performance and support employee development
  • Coordinate land development reviews, engineering plan checks, and public works improvements
  • Conduct workload analysis; improve service delivery methods and procedures
  • Ensure compliance with federal, state, and local laws, standards, and safety regulations
  • Review subdivision proposals, public infrastructure plans, and special district assessments
  • Present technical reports and recommendations to City Council, boards, and commissions
  • Serve as a liaison to internal departments, external agencies, developers, and the public
  • Conduct organizational and operational studies related to capital planning and fixed assets
  • Stay informed on emerging civil engineering trends, technologies, and regulatory updates
  • Investigate and resolve complex public inquiries and complaints professionally
  • Maintain accurate project records and ensure the completion of surveys and technical documentation
  • Promote and enforce City safety standards among staff
  • Perform other related duties as assigned
Education and Experience

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education
  • Equivalent to a bachelor’s degree from an accredited college or university with major coursework in civil engineering or a related field.
Experience
  • Seven (7) years of increasingly responsible professional engineering experience, of which three (3) years should be in a lead or administrative capacity.
Licenses and Certifications
  • Possession of a valid California Driver’s License, to be maintained throughout employment.
  • Possession of a valid registration as a Professional Engineer (PE) issued by the State of California, to be maintained throughout employment.
Knowledge of
  • Administrative principles and practices, including goal setting, program development, implementation, and evaluation, and project management.
  • Principles and practices of budget development and administration.
  • Principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures.
  • Principles and practices of leadership.
  • Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly.
  • Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned areas of responsibility including the Subdivision Map Act, California Environmental Quality Act, and Professional Engineers and Land Surveyors Act.
