The Superintendent, Water Quality and Environmental Compliance is responsible for carrying out the day‑to‑day compliance management of multiple operations to continually meet all environmental and water quality requirements. The role provides technical support on water quality, treatment, permitting, laboratory management, and regulatory compliance issues, and ensures company policy on water quality and related environmental matters is implemented.
Key Accountabilities- Ensure water treatment and related activities at assigned facilities are completed in accordance with permit conditions and applicable regulatory requirements, including routine monitoring and reporting.
- Validate that compliance reporting across programs is accurate, timely, and in compliance with applicable regulatory requirements; perform dual validation of compliance reports prior to submission to regulators.
- Assist local, state, and federal regulatory agencies during inspections.
- Respond to water quality and environmental compliance problems, taking appropriate corrective action and documenting outcomes to advise management.
- Ensure customer complaints or inquiries are properly addressed and reported, with documentation of issues and resolution strategies.
- Provide technical guidance to operations staff on water quality and environmental matters, recommending treatment and procedures that maintain compliance with water quality standards.
- Ensure policies, programs, and performance standards related to water quality and environmental compliance are implemented at assigned facilities.
- Maintain strong working relationships with environmental regulators.
- Assist with training plant operating staff, field services, and other personnel on regulatory requirements, chemical handling, and environmental initiatives.
- Coordinate procurement of treatment chemicals and receipt of supplies to ensure adequate inventories for continuous compliance.
- Oversee plant and environmental laboratory procedures for testing and sampling to meet company and regulatory requirements.
- Maintain accreditation at certified environmental labs.
- Plan, prepare, and control the financial portion of the area of responsibility.
- Supervise direct workforce, ensuring compliance with environmental regulations and laboratory procedures, including any necessary accreditation or certification for specialized parameters.
- Knowledge of federal and state environmental standards and regulations, with an understanding of current legislation related to water system operations.
- Strong working knowledge of water and/or wastewater treatment, together with thorough knowledge of water quality and environmental regulations.
- In-depth knowledge of federal, state, and local cross‑connection and back‑flow prevention regulations.
- Proficiency with Microsoft Office Suite (Word, Excel, Access, PowerPoint) and email management systems (Outlook).
- Excellent written and verbal communication skills, including report writing and presentations.
- Effective people‑management skills, planning, organizing, recruiting, controlling, and leading teams.
- Strong interpersonal skills: persuasion, negotiation, listening, cooperation, tact, diplomacy, problem solving, internal consulting.
- Strong project‑management skills: planning, organizing, directing, monitoring, and reporting on project activities, managing concurrent projects.
- Leadership presence, dealing effectively with senior management and key stakeholders.
- Ability to organize and administer a cross‑connection control program for designated water systems, ensuring compliance with external regulations and company requirements.
- Experience conducting special projects and preparing detailed reports.
- Bachelor’s degree in Science, Environmental Science, Engineering, or a related field (required).
- Minimum 3 years’ experience in laboratory or scientific work.
- Preferred: prior experience in utility operations, customer service, production, or project management.
