The client faces a major challenge: sustainably managing hundreds of assets amid rapid aging infrastructure, a shortage of technical personnel, and increasing use of the infrastructure network. A fundamental shift in how this infrastructure is managed is required to keep the Netherlands accessible and safe from flooding.
Data-Driven Asset Management (DGAM) is a key driver of this transformation. By using accurate, real-time data from sensors and control systems, and presenting this through smart algorithms on dashboards, faults can be identified earlier and maintenance can be better planned and executed more efficiently.
The client has developed a "4-phase plan" to shape this transition toward more data-driven asset management, with the goal of applying DGAM to 80–90% of movable bridges, locks, tunnels, and pumping stations by the end of 2028. Achieving this is a joint effort between the client and market parties responsible for maintaining national infrastructure, formalized through a cooperation agreement (SOK) establishing a joint execution organization.
As Flying Squad Coordinator, the successful candidate will play a key role in this transition by supporting regional asset teams with the implementation of the DGAM 4-phase plan, contributing to a safe, livable, and accessible Netherlands.

The Role
As Flying Squad Coordinator, the candidate will be responsible for the organizational direction of a "flying squad" — a multidisciplinary team that works temporarily, in batches, alongside regional asset teams (the client, PPO, and contractors) to execute the 4-phase plan and successfully implement DGAM on a given asset.
The coordinator ensures planning, drafting of approach plans, establishing necessary working relationships, organizing meetings, documenting results, and aligning with the national programme team. The role also involves substantive contribution — bringing asset management and maintenance engineering expertise, and acting as a sparring partner for flying squad members.
The coordinator is responsible for delivering essential outputs within the 4-phase plan, leveraging existing knowledge and capacity within the asset teams, and serving as a connector between operational execution and strategic goals. The coordinator monitors progress, identifies bottlenecks, and helps resolve them, while also helping to build enthusiasm within teams for data-driven working and ensuring that previously gained knowledge is shared and applied.

Key Responsibilities & Deliverables
As part of implementing data-driven asset management, the Flying Squad Coordinator will:
Coordinate the deployment of flying squad members to realize the steps of the 4-phase plan
Draft planning schedules, approach plans, and documentation of results
Contribute asset management and maintenance engineering expertise toward realizing the steps of the 4-phase plan
Define and document the (standard) information and data requirements of stakeholders across the asset management chain to enable data-driven asset management
Supervisory Structure:
