This position requires an employee to be onsite at 3200 Labore Rd, Ste 104, Vadnais Heights, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

The Senior Legal Counsel provides legal advice and compliance support across Direct Care and Treatment (DCT) on complex and evolving areas of law and policy, with a focus on data privacy and data security issues affecting DCT’s client population and operations. The role advises senior leaders, including executive leadership, and staff to support compliance with applicable state and federal data privacy and security laws governing the collection, use, sharing, and protection of client data, including assisting with thorough data review and lawful redaction of records to ensure compliance and protect sensitive information.
This position also leads legal and policy research and analysis and provides legal advisement on matters related to DCT policy making and program administration; legislative initiatives; contracts and data‑sharing agreements; employment matters; investigations and audits; litigation‑related support; privacy and security training; and compliance with departmental policies and controlling legal authority.
Primary Responsibilities- Provide legal advice and compliance support to DCT senior leadership, managers, and staff on complex and evolving legal and regulatory issues, including data privacy, data security, and compliance with state and federal laws such as HIPAA and the Minnesota Government Data Practices Act.
- Assist the agency in reviewing, redacting, and managing sensitive data and records to ensure compliance with applicable laws and protection of client information.
- Conduct legal research and policy analysis, advising on the development, interpretation, and implementation of DCT policies and procedures.
- Counsel DCT on legislative initiatives, contracts, data‑sharing agreements, and operational matters that impact legal and regulatory compliance.
