POSITION: MS4 Program Coordinator STATUS: Full Time, FLSA Exempt

DEPARTMENT: Development and Storm Water Management DIVISION: Storm Water

JOB SUMMARY

The Department of Development and Storm Water Management oversees the inspection, construction, reconstruction, repair, and maintenance of the County’s valuable storm water and highway infrastructure. Incumbent serves as the MS4 Program Coordinator within the Department, providing technical and related services to various activities and endeavors related to the county’s storm water infrastructure in order to protect the interests of the county and the public.

Said position will be supervised by the Storm Water Program Manager and will assist in ensuring that the County Storm Water Program’s projects, programs, and services are conducted in accordance with the US EPA’s NPDES construction and municipal (MS4) storm water programs and IDEM’s NPDES construction and municipal (MS4) storm water programs. Said position will conduct public education and outreach, public involvement, illicit discharge detection and elimination, review of private development projects (e.g., subdivisions, site plans) for compliance with the county’s storm water-related codes, construction and post-construction inspections of private development projects, the implementation of pollution prevention/good housekeeping practices in municipal activities and operations, and recordkeeping and reporting.

REQUIREMENTS
  • Bachelor’s degree in civil/environmental engineering, environmental science, or a related field.
  • Driver’s License in the State of Indiana or the ability to obtain one within 60 days with a demonstrated safe driving record.
  • At least 21 years of age.
  • Practical knowledge of the federal, state, and local regulations governing storm water quality, including US EPA’s NPDES construction and municipal (MS4) storm water programs and IDEM’s NPDES construction and municipal (MS4) storm water programs.
  • Practical knowledge of the principles storm water management, including erosion and sediment control practices, post-construction storm water management practices, and storm water pollution prevention practices.
  • Practical knowledge of and the ability to effectively apply the principles of storm water management to reviewing detailed plans and specifications and determine conformance with engineering- and construction-related standards, particularly storm water-related standards (e.g., erosion and sediment control, post-construction storm water management).
  • Practical knowledge and the ability to effectively apply inspection procedures and surveying, testing, and other equipment to effectively collect field data and determine whether such data conforms with engineering- and construction-related standards, particularly storm water-related standards (e.g., erosion and sediment control, post-construction storm water management).
