Main Purpose and FunctionThe Election Trainer is responsible for developing, delivering, and implementing election training initiatives for approximately 2,200 voting place staff for the municipal election. This role ensures that staff with varying levels of election experience are well equipped to manage voting operations at each voting place, working within a highly concentrated timeframe in September and early October.
Key Contacts and Reporting RelationshipsThe position reports to the Training Manager and works with Deputy Chief Election Officers, the Election Office Coordinator, Staffing Recruiter, support staff, and election workers.
Specific Duties and Responsibilities- Review and analyze existing training material and consult with IT and external vendors to develop or modify training programs.
- Develop, deliver, and evaluate training programs for election workers within the established timeline created by the Training Manager.
- Develop, update, test, and evaluate training documentation in consultation with subject matter experts and business process owners.
- Create and update technical manuals, reference materials, course exercises, and tests.
- Develop, review, approve, and maintain course outlines, curriculum maps, and training documentation standards.
- Design visual presentations and course materials.
- Conduct needs assessments to identify training gaps and critical versus non‑critical training.
- Design refresher training as needed for system upgrades or procedural changes.
- Coordinate and conduct end‑user training and pilot training sessions.
- Provide end‑user support services, including learning labs and answering support calls on voting days.
- Evaluate course effectiveness through quality reviews of education and performance support deliverables.
- Assist the Training Manager in developing comprehensive training strategies for technology hardware, software, and systems.
- Research new training delivery methods, technology‑delivered options, and industry best practices.
- Work with external consultants to develop training courses, prepare course specifications, and evaluate deliverables.
- Set up and dismantle training session materials as needed.
- Diploma in adult education, or completion of the Provincial Instructor Diploma program and Certificate in Online/eLearning Instruction, and other relevant computer courses, plus considerable related experience.
- Experience delivering IT courses in a group setting.
- Experience as a training practitioner, adult educator, or equivalent.
- Experience leading training design and delivery for diverse user groups.
- Preferred experience working within the public sector or a large complex organization.
Skills and Abilities
- Extensive knowledge of adult learning principles and course design techniques.
- Knowledge of web‑based training aids and their application in educational settings.
- Sound understanding of organizational change, instructional design, systems thinking, and adult learning.
- Proficiency with computer technology relevant to the current election system.
- Project‑management methodology knowledge.
- Communication tools, techniques, and standards competence.
- Knowledge of voting technology and current system is an advantage.
- Knowledge of municipal election policies and procedures is an asset.
- Ability to train people with diverse skill sets and understanding levels.
- Excellent leadership, diplomatic interpersonal skills, and the ability to work under pressure.
- Adept at change management and helping others adapt to change.
- Strong analytical skills to anticipate implications of system changes.
