Role description:

As part of our continued growth in Western Canada, we are seeking an experienced Senior Resident Engineer to lead our field-based construction supervision team in Vancouver. The role suits a technically strong and self-motivated professional who has spent the greater part of a career on site delivering large and complex infrastructure works in the marine, ports, coastal, heavy civil, roads, rail and transit sectors.
This is a full-time site-based position. The Senior Resident Engineer is the senior representative of the engineering team during Engineering Services During Construction, taking the works from design completion through construction, commissioning and project completion certification. The role carries day to day responsibility for the conduct of site supervision, for the technical integrity of the constructed works, and for the working relationship between the design team, Arcadias subcontractors, the contractor, the owner’s engineer and the client.
The position carries Engineer of Record responsibility for the works under supervision, including the planning, conduct and documentation of field reviews, the confirmation that construction substantially conforms with the design intent and the applicable codes, specifications and the certification and assurance documentation that follows from that. The successful candidate will spend the working day among the works, the contractor and the inspection team.
Role accountabilities:

In this role you will lead and direct the site engineering and inspection team, allocating resources across work fronts, setting inspection priorities and confirming that every discipline is covered as construction progresses. You will chair site meetings, represent the engineering team in progress and coordination meetings with the contractor and the client, and keep senior management informed of technical risk as it develops.
You will act as the Engineer of Record representative for the works under your supervision or coordinate the discipline Engineers of Record where the works are split by discipline. You will set the field review programme, carry out and document field reviews at the frequency the work demands, apply your professional seal to field review records and assurance documentation, and confirm that the constructed works substantially conform with the design documents, the applicable codes and the permit conditions.

Where they do not, you will say so in writing and see the matter resolved.
You will review and respond to contractor submissions including method statements, inspection and test plans, shop drawings, temporary works proposals and quality records, and you will confirm that the permanent works are built to the issued for construction documents and to the project specifications. Where site conditions differ from those assumed in design, you will raise the matter promptly with the design team, assess the consequences and see the resulting change through to a closed technical position.
You will administer the technical elements of the construction contract, including the review of contractor notices to Arcadis, the assessment of claims for extension of time and additional cost from an engineering standpoint, the issue of site instructions, and the recommendation of variations.
You will own the non conformance process on site, from identification through disposition and close out, and you will confirm that corrective actions have been implemented rather than only recorded. You will support punch listing, testing, commissioning, handover and completion certification, and you will oversee the preparation of record documentation.
You will take an active role in construction health, safety, environment and quality on site, setting the expectation for the engineering team, taking part in inspections and audits, and stopping work where the risk warrants it. You will also mentor resident engineers, field engineers and inspectors, building depth in the team and holding a consistent standard of engineering practice across the site.
Qualifications &

Experience:
  • Minimum 15 years of engineering experience, the greater part of it site based, in resident engineering, construction supervision or site engineering management roles on heavy civil, transportation, ports, coastal, marine or large infrastructure projects
  • Bachelor’s degree in civil, Structural or Geotechnical Engineering, or an equivalent engineering discipline
